GeneralThe Bus Fleet Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emissions infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans’s revenue and non-revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans’ North Base and South Base Maintenance Facilities.
The Manager of Construction is responsible for managing construction-phase activities for San Mateo County Transit District (SamTrans) bus fleet, facilities, and related infrastructure projects. The position leads day-to-day construction management, constructability, contract administration, field coordination, quality, safety, schedule, budget, and closeout functions in coordination with assigned project managers, consultants, contractors, and internal stakeholders.
Essential Functions & Duties
- Manage construction and construction-management activities for assigned infrastructure and facility projects from preconstruction through project closeout.
- Monitor and report construction progress, schedule performance, budget status, quality, safety, risks, issues, and required corrective actions for assigned projects.
- Provide constructability reviews of contract documents before advertisement; review plans, specifications, estimates, staging, sequencing, and construction schedules for completeness, feasibility, safety, and operational impacts.
- Direct and coordinate field activities, including inspections, work-site access, staging, shutdowns, operational interfaces, testing, commissioning, punch-list work, and project closeout.
- Identify construction issues and root causes; develop, evaluate, and implement practical corrective actions to minimize delays, disruptions, and avoidable change orders.
- Administer assigned construction contracts and consultant agreements in accordance with applicable public contracting requirements, District policies, labor compliance requirements, DBE/SBE requirements, and other contract provisions.
Examples of Essential Duties:
- Coordinate with project managers, designers, construction-management consultants, contractors, and affected SamTrans departments to support timely, safe, and compliant project delivery.
- Review contractor schedules, cost estimates, payment applications, change-order requests, requests for information, submittals, testing and inspection records, and other construction-administration documents; recommend appropriate actions within delegated authority.
- Ensure contractors and consultants comply with approved safety plans, quality requirements, environmental and regulatory commitments, and applicable federal, state, and local requirements.
- Maintain complete and accurate project records, including field reports, correspondence, meeting notes, issue logs, change documentation, test results, progress reports, and closeout records.
- Prepare clear project status updates and briefings for the Director, executive management, and other internal stakeholders; support public or Board presentations when assigned.
- Coordinate with federal, state, regional, and local agencies during project implementation to address project-specific permits, inspections, compliance requirements, and interagency interfaces.
- Provide technical guidance and work direction to assigned construction-management staff, consultants, and contractors; participate in consultant and staff selection, performance feedback, training, and professional development as assigned.
- Participate in the development and continuous improvement of construction procedures, templates, lessons learned, and project-specific quality-management documents.
- Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
- Perform other duties as assigned.
Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Bachelor’s degree in Engineering, Construction Management, or a closely related field.
- Six (6) years of full-time, increasingly responsible experience in civil, electrical, mechanical, or related engineering design; construction management; construction administration; or public works project delivery.
- Three (3) years of experience supervising staff on a full-time or project basis.
Preferred Qualifications
- Experience managing construction delivery for complex public transit, fleet, facilities, utility, or transportation infrastructure projects.
- Experience with construction quality control and quality assurance.
- Experience with public works construction contracts and applicable California public contracting, labor compliance, and contractor compliance requirements.
- Experience coordinating construction activities at active transit operations and maintenance facilities.
- Experience with stormwater-system management or construction coordination.
- Registration as a Professional Engineer in the State of California.
- Ability to possess and maintain a valid California driver’s license and safe driving record.

- Ability to manage competing priorities, maintain accurate records, and work effectively in a project-delivery environment.
Working Conditions
Work is performed in office, field, and active construction-site environments. The position may require travel among District facilities and project sites; attendance at meetings outside normal business hours; and use of appropriate personal protective equipment in field conditions.
