The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 , which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support. The Department of Parks and Recreation is seeking qualified candidates to fill an emergency Regional Park Superintendent III (Permanent) vacancy related to this effort to stabilize critical services and accelerate hiring in high-need areas.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Regional Park Superintendent III.


What does a Regional Park Superintendent III do?
Reports to a Regional Operations Manager and has immediate responsibility for supervising the overall operation of the Environmental Justice Center and Esperanza Hills Regional Park. This position provides leadership for the day-to-day operations, programming, maintenance, and community engagement of both facilities, while ensuring their operations and programs recognize and honor the cultural significance of the environmental injustices experienced by these communities, both past and present. The Regional Park Superintendent III is responsible for advancing the role of the Environmental Justice Center and Esperanza Hills Regional Park in providing education, recreation, community connection, and opportunities to address and correct historical environmental inequities.

Essential Job Functions

  • The duties listed below are intended only as illustrations of various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or logical assignment in this class.
  • Supervises the maintenance, recreation, boat launching, and water safety operations at a very large multiple-use regional park. Supervises, through subordinate supervisors, educational nature related programming, maintenance operations, upkeep of hiking and equestrian trails, and the care of live animal exhibits.
  • Coordinates and supervises work assignments and work shifts for all park personnel and volunteers.
  • Regularly inspects the facility to ensure the optimal maintenance and safe use of buildings, grounds, hiking and equestrian trails, beach and water areas and reports deficiencies to appropriate agency.
  • Inspects Natural Areas to ensure rules, regulations and procedures related to resource protection are enforced.
  • Maintains working relationships with other County departments or governmental agencies, support groups and other organizations which provide services to, or have a special interest in the facility.
  • Monitor Contracts, and provides performance oversight, for multiple specialized service area (e.g., public safety, environmental monitoring, education, volunteer management, concession services, etc)
  • Processes and approves special event permits, coordinating pre-event preparation of the area to be utilized and ensuring cleaning of the area after the event.
  • Ensures compliance by concessionaires and service contractors with negotiated terms of contracts; reports violations to appropriate departmental agency.
  • Participates in the planning of future developments or additions to the facility, products land analysis, and makes recommendations for acquisition. Attends meetings with community organizations, private contractors, or other agencies involved with planning and developing the facility.
  • Prepares or supervises the preparation and maintenance of records, reports, budgets and fee collection systems.
  • Coordinates park programs involving nature, equestrian, camping, water activities, boating, fishing or other park activities.
  • Directs and oversees the planning, implementation, and evaluation of Park programs that promote nature, equestrian activities, camping, water and boat activities, fishing, or other recreational opportunities.
  • May work directly with Board of Supervisor deputies on park facility operations and programs.
  • May train staff and volunteers to assist with programs, tours, and the care and feeding of live exhibited animals.
  • May supervise acquisition, care, and feeding of injured and exhibited animals.


Requirements

REQUIREMENTS TO QUALIFY
A bachelor's degree from an accredited college or university in Museum Studies, Public Administration Business Management, Environmental studies, Recreation Administration, Park Administration, Park Management or a related field and three years of experience supervising staff and managing an environmental justice center, museum, or other similar facility with educational, interpretive, environmental, cultural, or recreational activities and programs.

DESIRABLE QUALIFICATIONS
  • Developing, managing, or expanding programs involving environmental education, environmental stewardship, conservation, climate resilience, public health, cultural or historical interpretation, or access to parks and natural spaces.
  • Leading community engagement efforts and incorporating community input into programs, services, operations, policies, or facility planning.
  • Developing and sustaining partnerships with community-based organizations, educational institutions, environmental organizations, public agencies, tribal or Native/Indigenous organizations, or other community stakeholders.
  • Managing programs or facilities serving communities that have experienced environmental burdens, limited access to parks or natural spaces, or other environmental inequities.
  • Developing educational, interpretive, or experiential programming for children, families, schools, and community members, including programs connecting environmental science, community history, conservation, and stewardship.
  • Leading the operations, programming, or development of a high-use public facility, regional destination, nature center, environmental education center, cultural institution, or comparable community-serving facility.
  • Facilitating collaboration among stakeholders with differing perspectives and translating community priorities into operational plans, programs, services, or measurable outcomes.
  • Supervising multidisciplinary teams responsible for public programming, facility operations, maintenance, education, community engagement, or related functions.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

3- Moderate - Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequently lifting of 10 - 25 pounds.

EXAM CONTENT:
During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
