The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 , which requires the County to report on high vacancy rates and recruitment efforts. This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services. We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support. The Department of Parks and Recreation is seeking qualified candidates to fill an emergency Regional Park Superintendent II (Permanent) vacancy related to this effort to stabilize critical services and accelerate hiring in high-need areas.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Regional Park Superintendent II


What does a Regional Park Superintendent II do?
Has immediate responsibility for managing the day-to-day operations, programs, and services of the Environmental Justice Center. This position oversees programming, facility operations, community engagement, and coordination of activities that reflect the Center’s mission and the cultural significance of the environmental injustices experienced by the surrounding communities, both past and present. The Regional Park Superintendent II plays a key role in ensuring the Environmental Justice Center serves as a place for education, community connection, and meaningful recognition of the historical and ongoing environmental challenges experienced by these communities.

Essential Job Functions

  • Coordinate sustainability projects, conservation efforts, habitat restoration activities, and environmental justice programs.
  • Manage the environmental education workshops, school field trips, interpretive programs, and community outreach events.
  • Manage Interactive exhibits and collections
  • Regularly inspects the facility to assure optimum maintenance and use of buildings, grounds, hiking and equestrian trails, and water areas; and reports deficiencies to appropriate agency.
  • Maintains working relationships with other County departments, governmental agencies, support groups, and other organizations which provide services to or have a special interest in the facility.
  • Ensures compliance by concessionaires and service contractors with negotiated terms of contracts; and reports violations to the appropriate departmental agency.
  • Identifies, plans, budgets, and oversees the execution of restoration projects for historic buildings, artifacts, gardens, and associated elements, such as hardscape and garden statuary.
  • Participates in the planning of future development or additions to the facility; and attends meetings with community organizations, private contractors, or other agencies involved with planning and developing the facility.
  • Prepares or supervises the preparation of maintenance of records, reports, budgets, and fee collection systems.
  • May work directly with stakeholders, such as staff within the Board of Supervisors, on park facility operations and programs.


Requirements

REQUIREMENTS TO QUALIFY:

TRAINING AND EXPERIENCE:
A bachelor's degree from an accredited college or university in Museum Studies, Public Administration, Business Management, Environmental Studies, Recreation Administration, Park Administration, Park Management, or a related field and two years of experience supervising staff and managing an Environmental Justice Center, museum, or other similar facility with educational, interactive, environmental, cultural, or recreational activities and programs.

DESIRABLE QUALIFICATIONS
  • Developing, managing, or expanding programs involving environmental education, environmental stewardship, conservation, cultural or historical interpretation, or access to parks and natural spaces.
  • Leading community engagement efforts and incorporating community input into programs, services, operations, or facility planning.
  • Developing and sustaining partnerships with community-based organizations, educational institutions, environmental organizations, public agencies, tribal or Native/Indigenous organizations, or other community stakeholders.
  • Managing programs or facilities serving communities that have experienced environmental burdens, limited access to parks or natural spaces, or other environmental inequities.
  • Developing educational, interpretive, or experiential programming for children, families, schools, and community members, including programs connecting environmental science, community history, conservation, and stewardship.
  • Leading the operations, programming, or development of a high-use public facility, nature center, environmental education center, cultural institution, or comparable community-serving facility.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
3- Moderate- Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10- 25 pounds.

EXAM CONTENT:
During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
