Job Description

The Position

OPEN & PROMOTIONAL EXAMINATION - SIX MONTHS PROBATIONARY PERIOD

This classification performs semi-skilled work in the maintenance of streets and related structures and devices.

Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Breaks out old concrete and asphalt using a jackhammer or other assigned equipment, and assists in replacing it with new material by raking, smoothing and tamping.

Loads, unloads and operates two-axle dump, stake, flatbed, hand or other trucks in picking up and delivering materials and supplies. Some positions may operate a three-axle vehicle or other medium size equipment while performing emergency or vacation relief work.

Operates a one-person patch truck and equipment required to safely repair potholes, sidewalk offsets and deteriorated gutters.

Operates a water truck and equipment required to safely perform dust control and water parkway and median trees.

Operates hand tools, small power equipment and pneumatic tools, in the maintenance and repairs of City streets, alleys, sidewalks, parking lots, sewers, drainage structures and traffic control devices.

Sweeps and cleans debris from streets, alleys, parking lots, culverts, and other city structures. Collects, loads and unloads debris into any accompanying truck. Checks for debris and cleans assigned streets.

Performs "flagman" duties as required in order to maintain a safe work zone for other personnel and equipment engaged in maintenance and repair work.

Places barricades, cones, delineators, and other traffic control devices as assigned in order to establish a safe work zone and safely delineate pedestrian and vehicular traffic around work zone.

Delivers and retrieves barricades, cones, delineators and other traffic control devices required in maintenance and repair work.

Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Experience

One year experience in street maintenance work, operating light equipment or truck driving other than pick-up or panel trucks.

Education/Training

High School Diploma or equivalent.

License(s)/Certification(s)

Valid California Class C driver's license.
Must obtain a California Class B driver's permit by the end of the probationary period.
A current DMV printout is required. Applicants must provide a copy of their DMV driving record at the time of application. Failure to provide this record will disqualify the candidate from participating in the selection process. Multiple moving violations or major traffic accidents, and/or license suspension(s) within the last three years prior to the date of application may be grounds for disqualification.

Knowledge, Skills & Abilities

Knowledge of:

Applicable safety rules, practices and procedures used in street construction work.

Asphalt, concrete and cement work and tools.

Proper traffic control and delineation procedures.

Street construction safety practices.

Ability to:
Provide exceptional customer service to all employees and vendors.
Develop the necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
Obtain a California Class B Driving Permit by the end of the probationary period.
Communicate effectively in English.

Establish and maintain smooth and effective working relationships and resolve interpersonal conflicts.

Foster a teamwork environment.
Model and practice the highest standard of ethical conduct.
Read, write and comprehend directions in English.

Safely lift and carry street maintenance equipment up to 60 pounds.

Other Characteristics

Willingness to:

Work overtime as requested or required.

Assume responsibility for maintaining a safe working environment.

Work outside in cold or inclement weather.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.
Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.
PERFORMANCE EXAMINATION: (Weight of 100%) To evaluate the applicant's physical agility, stamina and skills pertaining to street maintenance and repair work.

TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
