Job Summary

The purpose of this position is to oversee all safety, training, and compliance programs for Greenville Area Transit. This position will develop and deliver operator training; administer the Agency Safety Plan; conduct safety inspections and investigations; support operator recruitment; manage CDL training and certification; and oversee DOT/FTA drug and alcohol compliance.

The hiring salary range for this position is $67,204.80 to $85,675.20 per year
The full salary range for this position is $67,204.80 to $104,145.60 per year

Examples of Duties

Training

• Develop and deliver new-hire and ongoing training for all operators and dispatch staff;
• Maintain training policies, SOPs, and required documentation;
• Conduct operator evaluations, skills assessments, and remedial training;
• Track training records and provide documentation for audits and reporting;

Safety Program Management

• Administer GREAT’s Agency Safety Plan and all PTASP/FTA safety processes;
• Lead hazard identification, mitigation, safety monitoring, and safety communications;
• Facilitate monthly safety meetings and support a strong safety culture;
• Submit required NTD safety and security reports;

Inspections & Investigations

• Conduct routine inspections of facilities, vehicles, and bus stops;
• Document deficiencies and recommend corrective actions;
• Respond to major accidents and incidents and lead investigations;
• Participate on the Accident Review Committee;

DOT Drug & Alcohol Compliance

• Serve as Drug and Alcohol Program Manager (DAPM);
• Coordinate required DOT/FTA testing and maintain compliance records; and
• Support audits and submit annual DAMIS reporting; and
• Other duties as assigned.

Minimum Qualifications

Education and Experience
Bachelor’s degree in a related field and
Three years of related experience

Or

Associate’s degree in a related field and
Seven years of related experience

Required Knowledge, Skills, and Abilities

Knowledge of:
• Public transit regulations (federal, state, and local);
• ADA requirements for public transit and paratransit;
• FTA Drug & Alcohol Program requirements;
• FTA Public Transportation Agency Safety Plan (PTASP) requirements;
• Safety Management System (SMS) principles;
• Regulatory reporting and record-keeping requirements;
• Transit operations, system safety, risk management, and emergency response;
• Accident and incident investigation methods;

Skill in:
• Intelligent transportation, onboard video, and vehicle monitoring systems;
• Clear, professional written and verbal communication;
• Report writing and presentation delivery;
• Public speaking and group facilitation;
• Customer service and conflict resolution;
• Operation of transit vehicles and related equipment;
• Conducting training, evaluations, and skills assessments;
• Reviewing, interpreting, and explaining policies and regulations;

Ability to:
• Develop and administer CDL Class B training programs;
• Conduct CDL training with passenger endorsement;
• Design and implement professional development programs;
• Lead investigations and recommend corrective actions;
• Build and maintain a comprehensive safety program;
• Provide leadership, training, and direction to staff;
• Draft policies, procedures, reports, and technical documentation;
• Respond professionally to sensitive inquiries and concerns;
• Represent GREAT effectively to external agencies and partners;
• Analyze technical documents, reports, and regulations; and
• Use standard office equipment and Microsoft Office products.

Special Requirements

• Valid North Carolina Class B Commercial Driver License with Passenger Endorsement and without Air Brake Restriction.
• Completion of TSI Transit Bus Operator Instructor course is required within one year.
