DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The General Services Department (GSD) is seeking a Division Manager to work closely with the Assistant Director of Property Management. GSD is looking for a qualified candidate who will thrive to preserve and maintain the City of Houston’s investment in its facilities through preventive and predictive maintenance. The selected candidate will monitor assigned facilities to ensure compliance with all applicable safety requirements and be able to ensure the proper repair and security of facilities and related equipment. This position manages the preventive maintenance, proactive repair and reactive maintenance issues in assigned facilities as they occur using skilled trades (e.g., HVAC, plumbing, electrical utilities, etc.) and manages the hiring, training and supervision of staff, contractors and vendors. Candidates must have demonstrable working knowledge of machines, tools, repairs and maintenance of facility equipment, including HVAC utilities, piped gas systems, plumbing and mechanical equipment and be familiar with Computerized Maintenance Management Workorder Systems. This position requires experience in data analytics and in performing routine facility audits to discover and perform needed repairs of facility equipment and systems. The Division Manager will be responsible for serving as the liaison to the Design and Construction Division of the General Services Department. The Division Manager will direct the day-to-day business activities of employees that are assigned to Solid Waste Management Department facilities.

Additional responsibilities of this position include:
  • Manage the ongoing evaluation of the condition of assigned facilities
  • Establish strategies and procedures that prioritize work orders for assigned facilities
  • Report needed repairs to the Assistant Director of Property Management
  • Ensure the use of the Computerized Maintenance Workorder Management Systems to track completion of work orders
  • Supervise contractors’/vendors work at facilities
  • Review contractors’ invoices for accuracy and completion
  • Perform monthly facility audits to discover and perform needed repairs of facility equipment and systems
  • Assist with maintaining and purchasing appropriate level of maintenance-related parts, supplies and equipment
  • Researches and reviews data related to assigned equipment and products
  • Tracks facility data
  • Communicates with client departments, staff, contractors, architects, and staff to plan, organize and coordinate and deliver services
  • Ensure facility equipment and systems are monitored routinely for proper operation
  • Assist in development of facility related processes and procedures
  • Follow industry, government and City safety procedures
  • Coordinate with Design and Construction Division and Security Management Division
  • Performs other duties as assigned

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS

Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to applicants with extensive demonstrable experience and practical knowledge of facility maintenance (e.g. operation of steam distribution systems, HVAC, building automatic control systems, water distribution, fire protection, sanitary and storm sewer operations, electrical distribution and central utility plants for steam and chilled waters).

Following skillsets are preferred:
  • Extensive knowledge of deferred maintenance, project process improvements and Computerized Maintenance Workorder Management Systems
  • Demonstrate a good track record of building and managing teams
  • Experience in Facility Condition Assessments
  • Extensive experience in data analytics
  • Demonstrated ability to resolve problems. Must be able to meet deadlines in a fast-paced environment
  • Strong interpersonal skills. Ability to work well and build relationships with internal divisions, City departments, employees, and contractors
