DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Assist with preparation of the Contract Project Manuals. Verify Standard Specifications requirements are included in the Project Manual as required by the City Engineer’s Office. Assist with producing Front-End Documents for Construction Contracts. Assist with reviewing the Pre-Bid package and Post Bid Documents. Schedule notifying staff of and attend pre bid meetings. Assist with the Pre-Construction Meetings with Contract Awardees. Assist with preparing the Pre-Construction Agenda and official documentation for the meeting. Assist with Coordination and Processing of Professional Engineering Service Contracts (PES), Construction, Management, and Inspection (CM&I) from start to Council Approval. Assist with the coordination and processing of Service Contracts. Assist with the Procurement (Purchase Order) requests for Service and Materials. Proofread Vendor invoices for accuracy and route invoices for signatures and payment. Reviewing and monitoring the MWSBE goal of the assigned contract for compliance. Monitoring Contract Compliance documents such as Certificate of Insurance, Drug Policy Submittals, etc. for expiration dates. Reviewing and Monitoring Pay or Play Program of assigned contract for compliance. Assist with financial reports requested by upper Management. Reviews invoices in SAP for accuracy. Prepare contract and contract financial reports as requested. Create, update, close service request and work orders in INFOR, as well as update data into Citrix and/or flushing log application. Create and track reports in Excel or Contract Payment System as requested. Assist with administrative duties and special projects as requested.
WORKING CONDITIONS
There is only a slight source of discomfort from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with situations where there is occasional exposure to office chemicals.
This is a Department of Houston Public Works Emergency Management position at the Tier II Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration, Liberal Arts or a related field.
Substitution: Responsible, professional administrative experience may be substituted for the above education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to applicants with
- Contract Compliance, Procurement, and/or Purchasing background
- Training and/or Certification in Contract Administration, Contract Compliance, SAP or Payroll System, Project Management or Project Procurement, Invoice Tracking
- Strong communication skills, verbal, and written Candidates who have a customer service background
- Strong computer skills with good knowledge of working in Office Applications, including Excel and MS Word are a plus.
