Education and Experience : A Bachelor’s degree or higher in Criminal Justice, Business or Public Administration, Social/Behavioral Science or a related field, and five (5) years’ experience in data collection, statistical analysis, or logistics or operations research or analysis in a Law Enforcement environment, including two (2) year of lead or supervisory experience.

Licenses and Certificates : Valid Class "C" Driver License or equivalent from another state.

General Purpose

Under general direction, manage intelligence and crime analysis functions, and coordinate intelligence with Federal, State, local, tribal and private sector agencies for the El Paso Police Department's Fusion Center.

Typical Duties

Oversee and coordinate all operational activities and investigate functions regarding the gathering, analysis or criminal intelligence. Involves: Establish and ensures compliance with applicable departmental guidelines, and state and federal regulations. Ensure departmental compliance with annual legislative reporting requirements. Review work products develop for quality, correctness, and relevance. Conduct final review of intelligence/crime analysis report prior to release. Provide technical guidance and direction. Work closely with sworn personnel, other public safety units such as Strategic Planning, Tactical Operations, Fusion Center, Office of Emergency Management, El Paso Fusion Center, and other agencies in the exchange of information and resources as needed. Oversee the agency’s coordination and exchange of local and regional criminal intelligence information. Promote data sharing initiatives between local, regional, state, and federal law enforcement agencies. Interview, select, supervise, develop, evaluate, counsel, review subordinate appraisals and if necessary disciplines personnel according the established El Paso Police Department policies and procedures. Research and coordinate grant and funding opportunities, technology resources, and professional training opportunities. Attend and participate scheduled departmental and professional meetings, as needed. Act as a resource and liaison between division and various departments within the El Paso Police Departments as well as external contacts such as local, county, state, and federal law enforcements agencies. Maintain up-to-date with industry standards, methodologies, and practices related to law enforcement, criminal intelligence, homeland security and public safety.

Perform related duties as required. Involves: Perform duties of subordinates as necessary to ensure continuity of operations during absences as well as act on behalf of superior officer in their absence if assigned during intelligence meetings or conferences. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
