As a Human Resources Technician Senior, you'll play a vital role in all areas of Human Resources, including:

Hiring range: Range 12/Steps 1-8 $20.09 - $ 24.71

  • Must pass pre-employment background screening.
  • Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position.

Essential Job Functions

  • Acts as liaison with hiring departments to outline recruitment activities to include, but not limited to, identification of targeted recruitment areas, development and posting of job announcements and advertising.
  • Initiates recruitment based upon needs of the requesting Department and in accordance with established personnel procedures and rules.
  • Monitors recruitment process and workflow using recruitment software/database system.
  • Closes recruitment and prepares applications/resumes for submittal to departments for screening. Participates in and supports Analysts with planning, organizing County job fairs.
  • Assists Departments in selection/screening/hiring process and monitors results of screening process.
  • May perform screening of applications/resumes as required.
  • New employee paperwork processing, file set-up, and relevant data entry.
  • Coordinates and schedules pre-employment drug screening and orders background reports of new hires as required.
  • Determines appropriate retirement system enrollment for new hires. Initiates/monitors retirement systems enrollment submissions. Facilitates any subsequent correspondences necessary.
  • Drafts responses to routine correspondence and notifies, through phone calls or correspondence, newly benefits eligible employees.
  • Processes personnel actions (i.e. salary changes, classification changes, leaves, etc.) in Human Resources Information System (HRIS).
  • Reviews and approves peers Personnel Actions in the HRIS.
  • Provides information regarding personnel rules, regulations, policies and procedures to employees, the public and others as required.
  • Researches information and prepares correspondence and develops and prepares required forms, reports and other documentation as assigned.
  • Maintains employee records and files.
  • Conducts instruction or training in a one-to-one or small group setting including New Employee Orientation (NEO).
  • Handles customer concerns or requests for service in accordance with established policies and regulations.
  • Determines and documents qualifying status change events for benefits based on Mohave County Employee Benefit Trust (MCEBT) regulations that govern benefits.
  • Data entry of employee and dependent information into various vendor portals and County systems.
  • Summarizes and prepares narrative and statistical analysis of program activities, performs research, and collects data.


Minimum Qualifications

  • High School Diploma/GED (General Education Degree).
  • Two (2) years Human Resources Technician experience.
  • One (1) year Benefits Administration preferably in the public sector including FMLA processing, Short Term Disability claims, processing medical, dental, and vision, additional life, supplemental retirement, and mandatory pension enrollments.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


Knowledge, Skills & Abilities

Knowledge of:
  • Procedures, terminology and accepted or common practices and policies of the Human Resources Department.
  • Federal and state employment statutes, regulations and guidelines, including Wage and Hour, Fair Labor Standards Act, Family Medical Leave Act, HIPAA and GINA related to human resource compliance.
  • Standard office practices and records maintenance procedures.
  • Human Resources Information Systems (HRIS), i.e., MUNIS, NEOGOV.
  • Research techniques and reports presentation.
  • Computing literacy to include use of word processing and electronic spreadsheet applications.
  • Department policies, rules and procedures.
  • Mohave County Personnel Policies and Procedures.


Skill in:
  • Effectively utilizing computer systems and applications, mainframe and personal computers, in the performance of work assignments using word processing systems.
  • Communicating and maintaining professionalism with the public, co-workers, and work contacts.
  • Effectively communicating in writing and verbally with a diverse workforce.
  • Operating office equipment efficiently and effectively to include computers, calculators and other office equipment relative to area of assignment.


Ability to:
  • Comply with Mohave County Personnel Policies and Procedures, and Department Regulations.
  • Exercise advanced initiative, decision making and independent judgment in accordance with established policies, procedures and regulations.
  • Understand, interpret and apply pertinent federal, state and county laws, codes and regulations regarding public personnel administration to include Mohave County Policy and Procedures.
  • Effectively manage multiple assignments and changing priorities at any given time.
  • Recommend improvements in processes and workflow by analyzing issues and determining solutions.
  • Manage problems which may be controversial or sensitive in nature.
  • Perform basic mathematical computations such as test scores, rates of pay, benefits calculations, etc.
  • Maintain Mohave County’s and employees’ confidential and private information.
  • Read, interpret and apply technical materials encountered as a result of work assignments.
  • Understand and carry out complex written and oral instructions.
  • Communicate clearly and concisely using courtesy, tact, and diplomacy both orally and in writing.
  • Perform oral presentations.
  • Maintain accurate and up-to-date records and documentation.

Mohave County

With over 13,400 square miles, Mohave County is the fifth largest county in the U.S., and sixth largest county by population in Arizona . Situated in northwestern Arizona, it borders Utah, Nevada and California and contains elevations from 500 to over 8,400 feet above sea level. Mohave County is a rapidly growing county and has over 209,550 full time residents. Populations can exceed 350,000 during the winter "snowbird" season. Most residents live in one of the four incorporated cities: Kingman (the County seat); Bullhead City; Lake Havasu City; or Colorado City. Mohave County has over 1,000 miles of fresh water shoreline along the Colorado River and its lakes include Mohave, Havasu and Mead. Boating, jet skiing, water skiing, fishing and white water rafting opportunities abound. Wilderness areas lie a short drive in any direction within the County. Campers, hikers, mountain bikers, rock hounds and horseback riders find easy access to scenic trails, hidden creeks, hot springs, and beautiful southwestern vistas.
