The City of Greenville seeks a dynamic, highly motivated, and experienced professional for the position of Parks Facilities Manager. Under the supervision of the Parks Superintendent, this position provides management for the care, maintenance, and renovation of all athletic fields, park grounds, and greenways within the Recreation and Parks Department.

Examples of Duties
- Hires, trains, and supervises staff in the areas of turfgrass management and landscaping;
- Establishes goals and objectives for performance management, oversees new hire processes, and completes performance evaluations;
- Identifies the need for specialty maintenance teams and works to improve staff specialty skills through a development program;
- Oversees assigned personnel, which includes assigning work, work allocation, training, and problem resolution;
- Organizes and provides staff training in technical, semi-technical, and safety areas to ensure uniform service delivery standards are provided to park users;
- Develops and implements plans for the successful maintenance of all athletic fields and grounds;
- Plans, oversees, and manages major and minor athletic grounds and field renovation projects, schedules, and facilities;
- Provides quality control over reconstruction activities, including the work of external contractors;
- Develops specifications, solicits bids, creates contracts, and monitors contractors in order to contract out specialized maintenance functions that are beyond staffing levels or staffing expertise;
- Purchases, maintains, and manages inventory of athletic field maintenance equipment and supplies;
- Supervises the conservation and protection of athletic fields and parks during special events;
- Manages and reviews irrigation system performance and initiates changes when necessary;
- Inspects facilities, grounds, and equipment to determine current and future maintenance needs and evaluates the effectiveness of existing maintenance procedures while recommending corrective measures or improvements to existing procedures as needed;
- Works with the Parks Superintendent and other departmental staff to develop a 10-year capital needs assessment, an annual capital budget, and the annual operating budget for the Parks Division that details and justifies current and new budget requests;
- Prepares a variety of reports and records as needed in a clear manner;
- Performs other related duties as assigned.
Minimum Qualifications
Education and Experience:
- Bachelor’s degree from an accredited college or university in park and recreation management, maintenance engineering, landscape architecture, turf management, or other related fields; and
- At least three (3) years of supervisory experience required regarding structural maintenance, electrical and/or mechanical systems, construction management, grounds management, and landscaping,
OR
- Associate's degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, turf management, or other related fields; and
- At least five (5) or more years of supervisory experience required regarding athletic field maintenance, electrical and/or mechanical systems, turf management, grounds management, and landscaping.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- all equipment and specialized tools used in turfgrass management and landscaping work.
- the retail purchasing and inventory control principles and procedures.
- sports field irrigation systems.
- pest management guidelines and standards.
- the costs of maintenance and repair functions.
- blueprint reading.
Skilled in:
- computer operation, including Microsoft Office products and work order software.
- budget preparation and fiscal management.
Ability to:
- plan, schedule, supervise, and inspect the work of skilled and semi-skilled subordinates in turfgrass management and landscaping.
- identify turf pests and diseases and institute turf maintenance and treatment.
- manage and coordinate the work of technical consultants and/or contractors.
- maintain records and prepare reports.
- meet and deal courteously with the public.
- perform work requiring good physical condition.
- establish and maintain effective working relationships with other employees.
Special Requirements
- Must possess and maintain a valid, current N.C. or another state driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges.
- Preferred but not required NCDA pesticide applicator license.
