DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Oversees and coordinates personnel in development of engineering design and other technical services. Prepares and reviews hydraulic and hydrologic studies, construction plans, specifications, cost estimates, technical correspondence, reports, and project schedules. Coordinates the implementation of projects and contracts. Provides technical training and guidance to other technical staff. Provides technical support to operation and maintenance staff. Interprets codes and regulations. Interfaces with various service lines and departments within City of Houston, TIRZs and other public agencies. Investigates and/or responds to inquiries from technical personnel, regulatory agencies and the general public. Communicates directly and indirectly with consultants and contractors. Conducts and coordinates special projects. Prepares administrative documents and correspondence such as reports, letters, forms, procedural guidelines and schedules. Review and monitors work activities performed by external consultants and internal staff. Analyzes work processes and implements improvements to enhance the functioning of drainage infrastructure, equipment and systems. Performs and oversees other technical work relative to drainage infrastructure.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier II Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing; or requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, or in a role of Project Manager or higher obtained after licensure as a Professional Engineer.
Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
AND
obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
