    As a Technology Systems Analyst, You Will:
    (Exempt Salary Range: $99,071.79 - $126,744.82)
    • Support existing technology solutions (software and databases), analyze and document errors, resolve issues or coordinate vendor fixes, repair data structures, monitor performance, and plan/test upgrades to operating systems and applications.
    • Define needs, analyze and design solutions, develop, test, train, and deploy software and database applications. Maintain application and system documentation.
    • Provide technical leadership, expertise, and project management to County departments and external agencies.
    • Perform administrative and project coordination tasks including status updates, communication with customers and team members, time tracking, training, and collaboration on new programming methods.
    • Provide end-user and staff training on enterprise applications, technology processes, and internal controls.
    • Develop Requests for Proposals, define evaluation criteria, recommend vendors/applications, and participate in contract negotiations.


    Technology Systems Analyst Supervisor:
    (Exempt Salary Range: $106,013.88 - $135,626.00)

    This position is designed to meet candidates where they are in their journey.

    • If you already meet the supervisory requirements: You will step directly into the Technology Systems Analyst Supervisor role upon hire.
    • If you are still building toward those qualifications: You will enter a structured “Grow Into Supervisor” pathway. Over the next 12 months, you’ll follow a tailored development plan designed to build the competencies needed for supervisory responsibility. Once you successfully complete the plan, you will transition into the Technology Systems Analyst Supervisor role.


    Supervisor’s Duties Include:

    • Provide professional and technical leadership in application and database development, configuration, upgrades, testing, implementation, maintenance, business analysis, data administration, procurement, technical training, documentation, and systems integration.
    • Support existing technology solutions and lead efforts to analyze, document, and resolve issues; coordinate vendor support; repair data and system structures; and plan and test upgrades.
    • Define needs, design solutions, develop, test, train, and deploy software and database applications.
    • Provide high-level technical leadership, expertise, and project management support across County departments and agencies.
    • Oversee administrative and project coordination responsibilities.
    • Deliver end-user and staff training.
    • Lead RFP development, evaluation, vendor recommendations, and negotiation of software licensing and maintenance agreements.
    • Directly supervise and mentor technology team members.


    What You Bring
    (Minimum Qualifications)

    • Technology Systems Analyst:
      Bachelor’s degree in information technology or a related field, and four years of related experience.
    • Technology Systems Analyst Supervisor:
      Bachelor’s degree in information technology or a related field, five years of related experience, and one year of supervisory experience.
    • Preferred Qualifications
      Oracle Forms, Oracle Reports, and PL/SQL programming
      Microsoft SQL Server and Transact-SQL
      Microsoft Power Platform, Microsoft Visual Studio, ASP.NET, MVC, C#


    Examples of Related Work Experience

    Experience with Oracle Forms, Oracle Reports, and PL/SQL Programming work that may qualify includes:

    • Developing or maintaining Oracle Forms-based applications for business processes.
      Creating and modifying Oracle Reports for operational, financial, or analytical reporting needs.
    • Writing PL/SQL stored procedures, functions, packages, and triggers to support enterprise applications.
    • Performing database troubleshooting, performance tuning, or data correction using PL/SQL.
    • Supporting legacy Oracle Forms/Reports systems, including testing, upgrades, and migration work.
    • Working with vendors or internal teams to diagnose issues in Oracle-based systems.


    Experience with Microsoft SQL Server and Transact-SQL (T-SQL) work that may qualify includes:

    • Writing T-SQL queries, stored procedures, views, and functions to support applications or reporting.
    • Designing, updating, or troubleshooting SQL Server databases, including data modeling or schema changes.
    • Managing SQL Server performance tuning, indexing strategies, or query optimization.
    • Performing data migrations, ETL tasks, or integration with reporting tools (e.g., SSRS, SSIS).
    • Supporting enterprise applications that rely on SQL Server back-end databases.


    Experience with Microsoft Power Platform, Microsoft Visual Studio, ASP.NET, MVC, and C# work that may qualify includes:

    • Building or maintaining internal or external web applications using C#, ASP.NET, or MVC frameworks.
    • Developing APIs, web services, or integration components using .NET technologies.
    • Debugging and resolving issues in C# codebases, including enhancements or new feature development.
    • Implementing UI/UX updates within ASP.NET Web Forms or MVC applications.
    • Participating in the full software development lifecycle: requirements gathering, coding, testing, deployment, and documentation.
    • Supporting enterprise applications written in .NET or migrating legacy apps to newer .NET versions.
    • Experience administering the Power Platform environment, including environment management, solution deployment, connection/security configuration, and governance best practices.

    • Who May Apply: This position is open to general public. Applications will be screened for qualifications and completion of all the required materials and forms.
    • This position is classified as exempt from overtime under the Fair Labor Standards Act (FLSA)
    • This position is covered under a collective bargaining agreement with AFCSME 1308 for Technology Systems Analyst or Technology Systems Supervisor AFCSME 1308S. Membership in the (union/guild) is optional.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Deferred Compensation (IRS Plan 457b): tax-deferred savings program

    Holidays
    11 paid holidays and 2 additional floating holiday per year, 1 additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

    ***Part-time employees benefit contributions and leave accruals will be prorated***
