The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work.” The fundamental purposes of the Merit System are: (1) to ensure that employees are selected, promoted, and retained on the basis of merit and fitness; and (2) to provide employees protection against arbitrary dismissal through rights of appeal to a Personnel Commission. PERSONNEL COMMISSION MISSION To recruit, select and promote highly qualified employees using valid and innovative skills assessment examinations and selection procedures; to compensate classified employees based on the Merit System principle of equal pay for equal work; to provide exceptional customer service; and to implement personnel management programs that align with and support the mission and goals of the Personnel Commission and the San Mateo County Office of Education. Job Summary

Under direction, performs a variety of technical duties involved in monitoring, processing, and analyzing a variety of documents and information to ensure certificated personnel hold valid and appropriate credentials; provides consultation to certificated personnel, applicants, school districts, and others concerning credential eligibility, requirements, procedures, and assignments; and performs related duties as assigned.

CLASS CHARACTERISTICS:
This journey-level classification is responsible for independently performing technical duties in support of human resources. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Credentials Analyst in that the latter performs the more complex work assigned to the series, such as custodian of records responsibilities and/or provides technical and functional direction over lower-level staff.

ESSENTIAL FUNCTIONS

Performs a variety of professional and technical duties involved in monitoring, processing, and analyzing a variety of documents and information to assure certificated personnel hold valid and appropriate credentials; ensures credentialing activities comply with established guidelines, standards, requirements, laws, regulations, policies, and procedures.

Provides consultation as the monitoring authority to certificated staff, applicants, school districts, and the public concerning credential eligibility, applications, requirements, and procedures; responds to inquiries and provides technical information concerning related standards, practices, timelines, policies, laws, and regulations; resolves credential issues and problems in a timely manner.

Requirements / QualificationsAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

EDUCATION:
Equivalent to an associate degree from an accredited college with major coursework in human resources, education, or a closely related field; and

EXPERIENCE:
One (1) year of progressively responsible experience in human resources working with certificated personnel or credential related functions. ENVIRONMENT WORKING CONDITIONS: Office environment.

PHYSICAL REQUIREMENTS:
Applicants must possess the physical abilities outlined below with or without accommodation. San Mateo County Office of Education will consider reasonable accommodation requests. Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information. Sitting for extended periods of time. Seeing to read a variety of materials.

EXAMINATION PROCESS:
The examination process for this classification may consist of: A Written Examination (In Person): Tentatively scheduled for Monday, September 28, 2026; and An Oral Board Examination (Virtual): Tentatively scheduled for Wednesday, September 30, 2026; and A Bilingual Proficiency Examination(In Person): Tentatively scheduled for Friday, October 2, 2026. REASONABLE ACCOMMODATION: Individuals with disabilities are eligible to receive necessary testing accommodations under the Americans with Disabilities Act (ADA). Request for testing accommodation is subject to review and is approved by the Executive Director, Personnel Commission Services.

BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the County Office will contribute up to $1,400 per month for single coverage or $1,750 per month for employee plus one or more toward your medical benefits if you enroll in an SMCOE-sponsored CalPERS medical plan, or $300 per month if you waive medical coverage. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Prorated sick leave hours annually, 15 paid holidays, accrued paid vacation days annually, CALPERS Employer Contribution, Commuter Benefit. *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
