The Job
The Human Services Program Integrity Division is recruiting for Appeals Specialists who represent the County and process State hearing requests and complaints received from applicants/recipients of various public assistance programs, act as the hearing officer for hearings involving the General Relief Program, and serve as the investigator for alleged Civil Rights violations. Duties include reviewing, investigating, and evaluating case actions in order to determine appropriate action. Appeals Specialists prepare hearing arguments, represent the County during the hearing process, and conduct follow-ups to ensure hearing decisions are implemented.

Pre-Employment Process: Applicants must successfully pass the pre-employment process, which may include verification of employment history and education, fingerprinting, credit check, drug screening, and/or medical exam, prior to appointment.
Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Minimum Requirements
Education: Thirty (30) semester (45 quarter) units of completed college coursework in English, education, business/public administration, or behavioral/social science. Completion of the Management Leadership Academy (MLA) program in San Bernardino County will be accepted toward the required coursework on the basis of 4 quarter units maximum of credit per MLA track completed. A list of completed college coursework must be submitted with the application if the candidate does not possess a Bachelor's degree or higher in one of the qualifying fields of study listed above.

Experience: Two (2) years of full-time journey-level technical or professional experience in a welfare/public assistance program which MUST include at least one (1) year of experience reviewing/determining eligibility for CalWORKs, CalFresh or Medi-Cal programs. All experience must be within the last five (5) years and attained in a California Department of Social Services.
Note: Eligibility Worker I/Trainee experience is not considered qualifying and must be clearly separated on the application from time spent as a journey-level Eligibility Worker, i.e., equivalent to an Eligibility Worker II or higher in San Bernardino County.
Desired Qualifications
The ideal candidate will have the ability to successfully meet a changing workload, possess exceptional communication skills, be highly motivated, proficient in Microsoft Word and CalSAWS, and have excellent customer service skills.
Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish, Tagalog and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.

Approximately one (1) week prior to the test, candidates will be notified of the test time and location. Applicants scheduled for the examination will be required to show photo identification or equivalent.
