    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     Los Angeles County Department of Public Works is seeking qualified candidates to fill emergency Senior Capital Projects Manager, Public Works vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for ongoing temporary County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Senior Capital Projects Manager, Public Works .

    Essential Job Functions

    A Senior Capital Projects Manager, Public Works, is responsible for a combination of the following job functions:
    • Supervises the design and construction of large, complex, County capital projects including aspects of cost control, schedule control, and levels of quality consistent with approved County standards.
    • Supervises the coordination of the design and construction of County facilities or capital projects including reviewing progress for timeliness.
    • Negotiates, administers, and controls contracts and agreements related to the project and serves as the official County administrative contact for consultants, developers, architects and contractors, and other public agencies.
    • Supervises staff including providing orientation and training in sectional, divisional and departmental policies, procedures and standards.
    • Issues assignments to staff including establishing priorities and deadlines.
    • Provides scheduling information and budget cost estimates on future projects depending on current project status and section workload.
    • Supervises the preparation of regular reports on project progress and special reports dealing with unique circumstances or problems including recommendations for their resolution.
    • Develops and recommends changes in policies, standards and procedures.
    • Reviews reports or recommendations prepared by subordinates for technical and administrative feasibility and makes necessary recommendations to the division head.
    • Authorizes technical change orders recommended by the appropriate engineering personnel within authority granted by the Board of Supervisors.
    • Assists in the preparation of a division's annual budget and report.
    • Represent the division head, as assigned, in coordinating a section's or division's activities with other divisions, departments, political bodies or officials, or public and private agencies as needed.

    Requirements

    MINIMUM REQUIREMENTS:
    Graduation from an accredited college or university with a Bachelor's degree* in Architecture, Landscape Architecture, Construction Management, Construction Technology, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field -AND - either:
    Option I: Two years of project management experience at the level of County of Los Angeles class of Capital Projects Manager, Public Works**;

    -OR-

    Option II:Five years ofexperience with full responsibility for coordinating complex facility building projects through all phases including design, construction, and occupancy, and having immediate responsibility for the timely completion of these projects with schedule, resource and budget limitations, two years of which must have included full-time technical and administrative supervision of the design and construction of large and complex*** capital projects.

    LICENSE:

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    ****A valid Certificate of Registration as a Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Architect, or Landscape Architect obtained from the United States is required -OR- A valid certification by the Construction Management Association of America as a certified construction manager is required.

    You MUST meet the requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    PHYSICAL CLASS:
    Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ** Experience at the level of a Capital Projects Manager, Public Works in the service of County of Los Angeles is defined as: Performs the more complex and responsible capital project management and coordinates County facilities design and construction projects through all phases of project delivery in the Department of Public Works, or manages and coordinates the programming, design, and construction of medium to large, more complex County facilities or capital projects.     ***Large and complex is defined as: Capital projects that are or exceed $30 million in total project cost.
