    Chancellor's Office Statement

    Join our team at the California State University, Office of the Chancellor, and make a difference in providing access to higher education. We are currently seeking experienced candidates for the position of Director, Financial Reporting. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education.     Salary

    The anticipated salary hiring range is up to $160,008 per year, commensurate with qualifications and experience.

    Work Arrangements

    Flexibility to telecommute two days a week, with three days on-site at the main headquarters in Long Beach, California.

    Position Information

    The California State University, Office of the Chancellor, is seeking a Director, Financial Reporting to be responsible for California State University financial reporting, including accounting policy, procedures and guidance, for universities and component units. The incumbent coordinates the systemwide annual reporting close, external audit(s) and oversees the systemwide tax program. The director acts as liaison with the external auditors, university, and component units’ financial officers, and state financial officers.

    Responsibilities

    Under the general direction of the Senior Director, Systemwide Financial Standards & Reporting, the Director, Financial Reporting will perform duties as outlined below:

    Leads Financial Reporting by directing California State University systemwide external financial reporting, including year-end reporting to the State Controller’s Office, GAAP financial statements (including component units), Single Audit and Federal Clearinghouse submissions, IPEDS, and other required filings. Leads implementation of new accounting standards (GASB and FASB) and supports presentation of financial and audit information to the Board of Trustees.

    Supervises financial information analysis by overseeing the uniform financial structures across all universities, the Chancellor’s Office, and component units, including systemwide data definitions, chart of accounts, and derivation rules. Leads systemwide quality-control efforts to ensure consistent and accurate financial reporting. Reviews financial data included in official reports and public materials, including systemwide publications, and oversees transitions to updated reporting processes and procedures.

    Oversees the external reporting and audit process by serving as liaison with the State Controller’s Office and systemwide external auditors. Oversees auxiliary organization auditor qualifications and assists universities in resolving audit issues and compliance matters.

    Coordinates financial accounting & reporting policies, procedures and training by acting as the systemwide subject matter expert for accounting and financial reporting. Develops and issues accounting policies, procedures, and guidance; ensures delivery of systemwide training; and participates in committees and initiatives to strengthen consistency in financial reporting.

    Leads Tax Administration by overseeing the systemwide tax program, including monitoring changes in tax law, providing compliance guidance, overseeing required tax filings, and leading systemwide tax training and quality-control efforts.

    Qualifications

    This position requires:

    -Bachelor's degree in accounting, finance, business administration or related field.

    -Five years in a supervisory role.

    -Eight years of related experience in an accounting/business environment.

    -Five years of experience in financial reporting and analysis.

    -Five years of experience in financial analysis and reporting in a higher education or governmental environment.

    -This position requires a strong working knowledge of complex accounting, including fundamentals of governmental accounting, reporting, and tax.

    -The incumbent must possess strong problem solving, analytical, organizational, and communication skills.

    -Strong leadership and management skills.

    Preferred Qualifications

    -CPA preferred.

    -CSU financial systems, information classification, reporting requirements, and financial statement preparation.

    -Masters' degree, or higher degree, preferred.

    Conflict of Interest

    The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.

    California State University, Office of the Chancellor, as part of the CSU system, is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.
