    Summary

    Minimum Starting Salary: $22.4076 per hour

    The City of Waco Seeks:
    The City of Waco is seeking a motivated and detail-oriented Environmental Compliance Inspector to join our team. This role will perform field inspections, sampling, and investigations for our programs. The ideal candidate will have experience in water/wastewater lab or treatment operations.

    Minimum Qualifications:
    Required:
    • H.S. Diploma or GED equivalent.
    • 2 years’ experience in water/wastewater lab or treatment operations.
    • Valid Texas Driver’s License
    • Texas Commission on Environmental Quality issued Water or Wastewater license.
    • Additional technical training or certifications may be required.

    Preferred:

    • Associate’s Degree in Health, Safety, Science, or a related field and 1 year experience in sample collection, compliance, or industrial process.


    Position Overview:

    Under general supervision, the Environmental Compliance Inspector performs field inspections, sampling, and investigations to support the City's environmental, pretreatment, fats oils and grease, and stormwater compliance programs. This position enforces local ordinances, state and federal regulations, and permit requirements to protect the public, the collection and treatment systems, and receiving waters. The Inspector gathers and evaluates technical information, documents findings in a clear and defensible manner, and communicates expectations to customers, industries, businesses, and the public. Work involves frequent field work in industrial, commercial, and construction settings, as well as detailed office work for data review, reporting, and follow up. Assignment will be to one primary program area (pretreatment, fats oils and grease, stormwater, or other compliance programs) but the position may support other areas based on operational needs.

    Essential Functions
    • Operates a city vehicle to perform inspections at industrial, commercial, food service, construction, and municipal sites to verify compliance with City ordinances, permits, and regulations.
    • Investigates complaints, spills, illicit discharges, bypasses, and sanitary sewer overflows; documents findings and recommends follow up actions.
    • Ensures compliance with approved analytical methods and sampling protocols by collecting wastewater, stormwater, and other environmental samples using established procedures; maintaining proper sample preservation, documentation, and chain of custody; and reviewing and interpreting laboratory results and field data to identify trends, abnormalities, and potential violations.
    • Interfaces and coordinates with other City departments and with the private sector to maintain compliance with federal, state, county, and local regulations; shares information, assists with joint investigations, and supports coordinated corrective actions.
    • Conducts public outreach and education activities, including explaining permit and ordinance requirements, best management practices, and City processes to industries, food service establishments, contractors, and residents.
    • Responds to spills, illicit discharges, sanitary sewer overflows, storm events, and other emergency or disaster related calls as assigned.
    • Helps resolve compliance issues by applying and enforcing statutes, regulations, ordinances, and policies governing the City’s approved programs.
    • Interacts courteously and professionally with residents, customers, and staff; maintains confidentiality of work related information; supports a respectful team environment.
    • Performs all other related and assigned duties as required to ensure regulatory compliance and nuisance abatement.
    • Fats, Oil, and Grease duties:
    • Works with food service establishments to ensure proper installation, maintenance, and cleaning of grease traps and interceptors, preventing blockages and sanitary sewer overflows.
    • Inspects food service establishments for grease trap or interceptor installation, maintenance, and cleaning compliance.
    • Reviews manifests, pumping records, and waste hauler documentation, and recommends corrective actions to prevent blockages or sanitary sewer overflows.
    • Pretreatment duties:
    • Monitors industrial and commercial dischargers to protect the City’s wastewater system, verifying compliance with federal and state pretreatment standards and preventing pollutants from entering the treatment plants.
    • Inspects and samples industrial and commercial wastewater discharges to ensure compliance with pretreatment standards and discharge permits.
    • Reviews discharge monitoring reports, laboratory data, and sampling results, and enforces corrective actions for violations.
    • Stormwater duties:
    • Inspects construction sites, industrial facilities, and municipal operations for compliance with stormwater, erosion and sediment control, and pollution prevention requirements.
    • Investigates reports of illicit discharges, illegal dumping, and non stormwater flows to the municipal separate storm sewer system; documents findings and recommends corrective actions.
    • Assists with public education, outreach, and staff training related to stormwater quality, best management practices, and municipal permit requirements.
    • Performs other related duties as assigned.
    • Complies with all policies and standards.
    • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff; maintains confidentiality of work-related issues and City information

    Governance and Organization
