The JobSan Bernardino County Human Resources is seeking
Extra-Help Human Resources Technician s , who will assist with the integration and implementation of the County's Human Capital Management (HCM) system. These positions will provide support with Human Resources, Payroll, Time and Labor, Benefits, and Benefits Administration functions within the PeopleSoft system. Positions assigned to the Employee Benefits and Services Division (EBSD) may also work with third-party vendor systems and provide benefit-related customer service and support to employees and retirees. These Extra Help assignments are expected to last up to two years and may lead to a regular full-time position.
Human Resources Technicians will be responsible for non-routine administrative support work requiring substantial knowledge of complex human resources programs, transactions, processes, and procedures within the County Human Resources Department. Assignments involve a wide variety of complex and specialized human resources programs and services, requiring advanced knowledge/skills of human resources, process, procedures, and systems involved with maintaining compliance with federal, state, and local laws and regulations and the development and maintenance of human resources services and programs.
Current vacancies exist in the
Employee Benefits and Services Division and the
EMACS Division. Employee Benefits and Services Division - Support the administration and maintenance of employee benefits programs, ensuring accuracy and compliance with all regulations, memorandum of understanding, employment contracts, and compensation plans.
- Perform accurate data entry and update employee benefits information in HR or third-party vendor systems and databases.
- Maintain strict confidentiality and accuracy when handling sensitive employee information and benefits records.
- Provide administrative and coordination support to the primary point of contact for the County’s Human Capital Management Solution Modernization Engagement, including tracking activities, sharing updates, and responding to requests as directed.
- Provide responsive customer service by assisting employees and retirees with questions, enrollments and issue resolutions related to County benefits.
- Support assigned HR projects by assisting with data collection, basic analysis, training preparation, and documentation; help implement approved process improvements; attend New Employee Orientation and other benefit/wellness related events as needed.
EMACS Division - High volume of data entry, deadline driven workload
- Providing guidance on policies, procedures, practices, and local, state, and federal regulations that impact personnel transactions; interpreting and applying technical and procedural information; and researching, processing, reviewing/auditing a variety of transactions, documents, and records.
- Maintaining strict confidentiality and accuracy when handling sensitive employee information and benefits records.
- Provide administrative and coordination support to the primary point of contact for the County’s Human Capital Management Solution Modernization Engagement, including tracking activities, sharing updates, and responding to requests as directed.
- Support assigned HR projects by assisting with data collection, basic analysis, training preparation, and documentation; helping implement approved process improvements; contributing content for newsletters; and providing logistical and administrative support to commissions, committees, or unit bargaining teams when needed.
Extra help positions are in the Unclassified Service which serve at the discretion of the appointing authority and do not attain regular status. These positions participate in the County's Part-time Seasonal Temporary (PST) Deferred Compensation Plan and do not earn any other benefits.

Minimum RequirementsCandidates must meet one of the following options:
Option 1: One (1) year of full-time work experience with primary responsibility for performing a wide variety of specialized clerical duties in support of Human Resources or Personnel functions.
-OR- Option 2: Two (2) years of full-time work experience performing a wide variety of specialized office clerical duties, which are non-routine in nature and require independent decision making.
Desired QualificationsThe ideal candidate will possess an Associates degree or higher, and experience supporting human resources functions; have strong technical skills, including experience with Microsoft Word and Excel, EMACS (PeopleSoft) HRIS, and applicant tracking systems.
