    OVERVIEW

    This is a rare opportunity to step into a highly specialized and impactful office support role at the heart of civil code enforcement. As an advanced Office Specialist supporting the Department of Community Development and the Kitsap Nuisance Abatement TEAM (KNAT), you will play a critical role in ensuring that enforcement actions are accurate, timely, lawful, and effective. Your work directly supports the integrity of the legal enforcement process and contributes to the safety, livability, and regulatory compliance of unincorporated Kitsap County.

    As the Code Compliance Specialist, you will:
    • Support and drive enforcement operations by assisting code enforcement staff and KNAT members with case preparation, coordination, scoring, hearings, abatements, and trial-related activities across multiple concurrent cases.
    • Oversee case file management by preparing, organizing, assembling, and maintaining enforcement records while ensuring compliance with local, State, and Federal rules, deadlines, and mandatory timelines.
    • Ensure legal accuracy and procedural compliance by preparing notices, orders, liens, citations, correspondence, and other enforcement documents; coordinating approvals; documenting service or posting; and confirming timely filing.
    • Maintain real-time case tracking and data integrity by updating SmartGov and other electronic or physical databases to reflect current case status and enforcement actions.
    • Coordinate communication and public interaction by responding to citizen CRMs, addressing staff and public inquiries, scheduling appointments, and arranging meetings or consultations between enforcement staff and involved parties.
    • Navigate complex work independently,exercising discretion under limited supervision in a legally regulated environment.
    What You Bring
    Professional Credentials / Licensing
    • Preferred certification as an American Association of Code Enforcement (AACE) Enforcement Officer or Administrator.
    • Preferred certification as a National Association of Legal Assistants (NALA) Legal Assistant or Paralegal.
    Technical / Industry Background
    • Minimum of two (2) years of administrative, clerical, or specialized office experience, ensuring readiness for complex office operations.
    • Preferredexperience of at least one (1) year in civil or criminal enforcement support.
    • Preferred experience providing clerical support for an enforcement agency or working within a governmental permitting and enforcement environment.
    • Related education demonstrating required knowledge, skills, and abilities to perform the job may substitute for up to six months of experience.
    Communication & Interpersonal Skills
    • Clear, professional oral and written communication skills, including correct English usage and familiarity with legal terminology.
    • Demonstrated discretion, confidentiality, and professionalism when interacting with staff, team members, and individuals undergoing enforcement actions.
    Organizational & Performance Strengths
    • High attention to detail with the capacity to perform accurately under pressure and amid frequent interruptions.
    • Proficiency with SmartGov, SharePoint, Microsoft Office, and the ability to learn and work across multiple databases and record systems.
    Additional Preferred Qualifications
    • Experience supporting enforcement actions within a legal or regulatory setting.
    • Experience with court proceedings and legal filings, to include JIS and Odessy systems.

    Holidays
    11 paid holidays and 2 additional floating holiday per year, 1 additional floating holiday after 10 years of service.

    Vacation Leave
    This position is credited with 19.2 hours of annual leave upon hire and will be begin accruing at the rate of 3.2 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
    Upon completion of 2 years: 4 hours per month
    Upon completion of 5 years: 5.33 hours per month
    Upon completion of 10 years: 6.67 hours per month

    Sick Leave

    This position will be credited with 19.2 hours of sick leave upon hire and will begin accruing at the rate of 3.2 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

    Current County Employees
    If you are transferring or promoting into this position you are responsible for reviewing these benefit changes; prior to accepting a position. In addition, it is your responsibility to notify the Auditor's Payroll Division of a change in union status.
