    POSITION SUMMARY

    The Department of Public Works Engineering Division is seeking a Senior Project Manager.

    This is advanced supervisory and professional project, engineering and construction management work of considerable difficulty involving a wide variety of municipal public works projects. This position supervises a major work group to ensure projects are completed within budget and on schedule. Under limited supervision, this position performs highly responsible capital project and program management associated with planning, maintaining, replacing, and expanding the City’s capital infrastructure. Projects are typically focused on utility projects, such as water and wastewater treatment plants, sewer transmission and collection systems, and water transmission and distribution systems; other infrastructure projects may be required.

    Both directly and through subordinate engineering and utilities personnel, as well as in conjunction with engineering consultants, the employee plans, directs, supervises and coordinates the design and construction of municipal engineering projects. Work assignments require the application of advanced project and construction management skills and considerable use of independent judgment in planning, managing, and reviewing projects. Experience with water and wastewater infrastructure including treatment plants, and knowledge of regulatory and permitting requirements (e.g. Florida Department of Environmental Protection) will be beneficial to this position.

    Under broad direction, the employee performs complex assignments requiring the exercise of considerable initiative and independent judgment in assuring that activities meet high standards of service, are performed with the maximum effective use of resources, and that work is accomplished in accordance with accepted technical standards and in compliance with applicable rules, regulations, and laws. Work is reviewed by the Division Manager via conferences with the employee, through study of reports submitted, by direct observation, and by the degree of achievement of established goals, objectives, timeliness of project completion, and work plans.

    This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

    ESSENTIAL JOB FUNCTIONS

    • Recruits and hires staff, prepares organization charts, establishes goals, expectations and responsibilities
    • Establishes and implements quality control measures and process improvements
    • Supervises the work of assigned staff; delegates and reviews work assignments; conducts performance evaluations; recommends disciplinary actions; applies codes and policy provisions of the City
    • Provides guidance to staff on policies and the application of federal, state and local regulations applicable to engineering design in the City, prepares modifications to City Code, prepares the City's engineering standard details and specifications
    • Reviews and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements
    • Reviews and oversees analysis, evaluation, and recommendation for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates
    • Identifies and utilizes available resources to ensure that design, construction and inspection work is performed on schedule and in accordance with federal, state and local regulations and specifications
    • Reviews and oversees the development and/or approval of selection packages; participates in the selection of architects and contractors; negotiates contracts with service providers
    • Develops and oversees applicable budgets for the department, division, and capital improvement projects; monitors actual project costs to ensure project expenditures are within the approved budget
    • Manages complex municipal infrastructure projects , water and wastewater treatment plants, sewer transmission and collection systems, water transmission and distribution systems, facility remodeling logistics; manages the planning and development of overall project scope; makes recommendations for project management throughout all phases of design and construction.
    • Provides technical information and guidance on municipal projects; resolves project related issues
    • Prepares required municipal, state, and federal reports for various construction projects; prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance
    • Coordinates and approves related purchasing functions
    • Ensures compliance with design and construction standards and regulatory requirements related to City projects
    • Performs project management duties as necessary
    • Performs related work as required


    JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

    Bachelor's Degree in construction management, environmental engineering, civil engineering, or related field Must demonstrate a minimum of five (5) years of experience in one or more of the following areas: project management of water and wastewater capital improvements; planning, design and/or construction management of water and wastewater infrastructure. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience.
    If claiming Veteran's Preference, candidates must attach a DD214 Member 4 form, and the City of Fort Lauderdale's Veteran's Preference Claim form (J-204) to the online application. PREFERRED REQUIREMENTS
    • Certified Construction Manager, Registered Architect, or Professional Engineer registered in the State of Florida or be registered in another state
    • Project Management Professional (PMP)
    As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
    The position is generally sedentary. Employees sit most of the time, but may spend periods of time walking or standing for brief periods of time.
