POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Street Technician I-IV position performs semi-skilled to skilled labor involving operation of light and commercial vehicles, machinery, and hand and power tools in public works maintenance and construction. Work requires considerable physical exertion and is often performed outdoors under severe working conditions. Operating Hours for this position are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty, and be on call for emergency work such as snow removal, water breaks, and sewer backups. Applicants must be able to respond to the Westminster Municipal Service Center within 30 to 45 minutes when on call. This is a safety-sensitive position.
The starting salary for this position is $23.35 to $27.66 per hour ($48,568 to $57,532.80 annually) dependent on level of experience. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities and Tasks 1. Equipment Operation and Maintenance
- Operates a variety of heavy and light construction equipment, including:
- Tandem and single axle dump trucks
- Snowplows and spreaders
- Line grinders, plate compactors, asphalt rollers, and concrete saws
- Crack sealers, tack distributors, and backpack blowers
- Gas and electric-powered equipment, hand tools, and other equipment as required
- Services and performs minor repairs on assigned equipment and machinery
- Conducts inspections and prepares reports for maintenance and repair work on vehicles and equipment
2. Construction and Street Maintenance
- Performs a wide variety of construction and street maintenance tasks under both routine and emergency conditions, including:
- Pavement maintenance and repair
- Snow removal operations
- Patching and resurfacing roadways
- Building and setting concrete forms
- Pouring, finishing, and repairing concrete structures such as curbs, gutters, sidewalks, and culverts
3. Safety, Leadership, and Work Practices
- Performs all work safely and in compliance with City standards and regulations
- Operates City vehicles and equipment in a safe and responsible manner
- Maintains a valid CDL Class A license and a safe driving record

- Street Technician II-IV may serve as a lead worker over a small group of employees by:

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required : Street Technician I
- Graduation from high school or GED
- Experience in safe operation of tools, equipment, and light vehicles
- Experience in construction/maintenance and repair work
- Possess a valid driver’s license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
- Ability to obtain and maintain Commercial Driver License Class A within 90 days of employment (training provided by City of Westminster)
Preferred :- Previous work experience in Street Maintenance and the operation of related equipment
- Two (2) or more years of experience in the construction/maintenance trades and/or street maintenance
- Previous experience with CDL driving and/or commercial snow removal
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Street Technician II
Progression to Street Technician II requires fulfillment of all minimum qualifications for the Street Technician II position. Experience gained outside the City of Westminster may be considered in determining eligibility. Two (2) to three (3) years of experience in outdoor maintenance or construction, preferably in street maintenance.
- Possession of class A CDL
- Accredited Flagger Certification
- Accredited Traffic Control Technician or IMSA Work Zone Temporary Traffic Control Technician
- Completion of one (1) or more vocational development certification programs
- Vocational development certification programs must be approved by the Superintendent and/or Supervisor. Certification facilitators include but are not limited to the following:
- Colorado Local Technical Assistance Program (CLTAP)
- Colorado Asphalt Paving Association (CAPA)
- American Public Works Association (APWA)
- Colorado Contractors Association (CCA)
- Occupational Safety Institute (OSI)
- International Municipal Signal Association (IMSA)
- City of Westminster (COW)
- Colorado Department of Transportation (CDOT)
Street Technician III
Progression to Street Technician III is dependent on satisfactory performance with the City as a Street Technician II in addition to meeting all minimum requirements of the Street Technician III position.
- Three (3) to seven (7) years of experience in street maintenance and construction
- Accredited certification as a Traffic Control Supervisor
- Certified on common Street Operations equipment
- Completion of three (3) or more of the vocational development certification programs (certification programs must be approved by the Superintendent and/or Supervisor - see facilitator list under requirements for Street Technician II)
Street Technician IV
Progression to Street Technician IV is dependent on satisfactory performance with the City as a Street Technician III in addition to meeting all minimum requirements of the Street Technician IV position.
- Seven (7) or more years of experience in street maintenance and construction
- Completion of four (4) or more of the vocational development certification programs (certification programs must be approved by the Superintendent and/or Supervisor - see facilitator list under requirements for Street Technician II)
Physical Requirements This position is physical in nature and requires sufficient physical strength and stamina to:
- Frequently sit while driving to and from work sites and frequently stand and walk on uneven terrain
- Frequently crouch/squat, bend/twist and kneel in awkward confined spaces; frequently climb ladders, equipment and trenches; occasionally climb/balance stairs and fences
- Frequent light grasp and reaching; occasional firm grasp and fine motor functions to handle tools and material
- Constant near/far acuity and hearing to safely perform duties and perform office tasks
- Occasional lifting of up to 100 pounds from ground to waist to move manhole covers; occasional lifting of up to 80 pounds from ground to shoulder to move cement bags and equipment and occasional lifting of 40 pounds overhead; occasional carrying and pushing/pulling of up to 100 pounds 20 feet to lift and move manhole covers
WORKING CONDITIONSOccasionally performs work indoors and constantly outdoors with frequent exposure to extreme temperatures and weather conditions. Performs maintenance and repair work year-round on busy city streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working with material that exceeds 450 degrees Fahrenheit. On-call duty is also required for emergency maintenance and snow removal.

Personal protection equipment such as hardhat, steel-toed boots, safety vest, safety glasses, gloves and ear protection. General office equipment including a personal computer, telephone, radio, copier, and fax machine.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
