    General

    The Integrated Marketing Program Manager reports to the Deputy Chief, Communications and is responsible for developing the campaign timeline, project scope, and messaging strategy for a multitude of communications projects for the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the 101 Express Lanes Project (SMCEL).

    Essential Functions & Duties

    Examples of Essential Functions:
    • Develop and implement the District’s long-term and short-term campaign strategy for marketing and ridership campaigns for SamTrans, Caltrain, TA, and SMCEL in coordination with Communications, Government & Community Affairs, Marketing, Creative Services, Social Media, Digital Marketing, Customer Experience & Service.
    • Assist the Deputy Chief with developing industry standard rubrics utilizing market research to define campaign objectives, create compelling and creative programming, execute on campaigns, and report on results.
    • Provide strategic recommendations and change management leadership cross-departmentally, optimizing the Communications division’s effectiveness.
    • Implement the District’s voice and brand through messaging, talking points, presentations, memos, and position statements for use by externally facing departments.
    • Supervises staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of marketing staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.
    Examples of Essential Duties:
    • Develop project objectives, scope, delivery schedules, and services agreements with internal staff and stakeholders to drive long-term and short-term projects to success.
    • Use analytics and Key Performance Indicators (KPIs) to guide project direction, prioritize tasks, and shape marketing strategy.
    • Lead copywriting efforts for strategic marketing campaigns on public-facing websites and blogs for SamTrans, Caltrain, TA, and SMCEL, as needed.
    • Responsible for the accurate and contextual translation of marketing campaign content into English and other languages primarily used by agency customers.
    • Hold stakeholders in other departments and divisions accountable to deadlines.
    • Collaborate with the Creative Services in development of multimedia content creation in support of marketing campaigns for use across digital, web, radio, TV, and other mediums.
    • Perform ongoing project management, oversight, and budget monitoring for communications and marketing projects.
    • Prepare marketing campaign reports. Track campaign metrics (CTR, conversions, ROI), evaluate outcomes against targets, and recommend optimizations.
    • Act as primary point of contact for marketing and communications projects with external stakeholders about regional marketing campaigns as necessary.
    • Manage shared data and documentation using SharePoint and District Hub as necessary.
    • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
    • Perform other duties as assigned.


    Minimum Qualifications

    Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
    • Bachelor’s degree in communications or a closely related field.
    • Five (5) years of full-time progressive experience in integrated marketing or program management of communications projects.
    Preferred Qualifications:
    • Experience leading and managing complex communications or marketing projects.
    • Professional working experience leading marketing campaigns for public transit agencies.
    • Experience with stakeholder management, ability to build rapport with stakeholders as needed.
    • Excellent oral and written communication skills.
    • Proficiency with Microsoft Office Suite.
    • Experience using project management software (Trello, Monday.com, etc.)

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    Financial Planning Benefits:
    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
    • Deferred Compensation Options - Select to contribute to one or both of our Tax Deferred Compensation Options
    • Reliance Standard Life Insurance with 100% premium paid by the District - 1 times annual salary of employee - max $200,000
