    Job Description:

    Purpose:

    Under general direction with substantial latitude for independent action, this position oversees the planning, coordination, and execution of AMI meter maintenance activities.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Provides technical expertise on a variety of AMI meter maintenance and water distribution activities. Ensures the reliability, accuracy, and efficiency of meter services while leading technical teams and AMI data analysis.
    • Coordinates implementation of AMI software installations, programming, diagnostics training, and AMI transmitting devices mounting procedures.
    • Evaluates AMI program objectives, documents alternatives or modifications, communicates changes to staff, and oversees implementation of changes.
    • Coordinates AMI meter maintenance activities with engineers, construction inspectors, and other City departments. Acts as liaison with other divisions, departments, and organizations.
    • Ensures compliance with regulatory and safety practices and procedures. Manages safety programs, plans safety meetings, and ensures proper training and guidance is provided for personnel.
    • Develops and implements procedures related to purchasing and asset control.
    • Develops, implements, and monitors procedures related to AMI meter maintenance operations.
    • Reviews reports to evaluate progress and recommends major changes in procedures, processes, and policies. Conducts independent inspections of projects for quality control.
    • Prepares contracts and budget for division and manages AMI contracts.
    • Investigates and responds to citizen complaints and concerns, confers with property owners, other utilities, and regulatory agencies. Supports customer service objectives.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of City of Austin policies and procedures related to AMI Metering Operations
    • Knowledge of EPA and regulatory requirements.
    • Knowledge of Federal, State, and Local laws.
    • Knowledge of fiscal planning and budget preparation.
    • Knowledge of supervisory and managerial techniques and principles.
    • Knowledge of practices, methods, techniques, tools, and equipment used in the installation, testing, calibration, maintenance, and repair of small and large water meters that utilize AMI components.
    • Knowledge of modern equipment and communication tools used for business functions and programs, projects, and task coordination, including computer maintenance management systems, databases, and software programs relevant to work performed.
    • Knowledge of wire splicing and gel cap installation.
    • Knowledge of basic RF propagation transmissions.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in data analysis and problem solving.
    • Skill in planning and organizing.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to establish and maintain good working relationships with other City employees, departments, and the public.
    • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program.
    • Ability to work various work shifts, on-call, and call back hours.


    Minimum Qualifications:

    • Graduation with a Bachelor's degree from an accredited college or university in business, technical, engineering, or related field, plus four (4) years of experience in the management, operation, and maintenance of a water distribution and wastewater collection system, including two (2) years of supervisory experience of AMI meter maintenance or construction workgroups
      OR
    • Graduation from an accredited high school or equivalent, plus eight (8) years of progressively responsible experience in construction maintenance, including seven (7) years of progressively responsible experience in the management, operation, and maintenance of a water distribution system/wastewater collection system, including two (2) years of supervisory experience of AMI maintenance/construction workgroups.


    Licenses and Certifications Required:

    • Class C Water Distribution License from TCEQ.
    • A Surface Water License may substitute for the Class C Water Distribution License.
    • Valid Texas Class C Driver License.


    Preferred Qualifications:
    • Intermediate experience with Microsoft Word, Excel, & Outlook
    • Experience in budget/contract evaluation & managing contractual agreements
    • Experience reading & interpreting plan sheets, map grids, blueprints, construction documents, or underground utility drawings, with the ability to read and follow technical guidelines and standard operating procedures.
    • Experience using a computerized maintenance management system (ex: CC&B, Maximo, IPS, etc) for asset management, data analysis, and operational readiness
    • Experience with water meter maintenance (repair, exchange, testing or reading) ranging from 5’8” meters to 10” meters
    • Experience working with AMI (Advanced Metering Infrastructure) software applications and AMI metering systems, including MY ATX Water Portal
    • Knowledge of laws and procedures applicable to illegal use of meter services and inspection of water services/meters


    Notes to Candidate:

    Position Overview:

    The AMI Meter Services Superintendent position will oversee AMI data validation, budget & contract management, AMI water meter maintenance activities, water theft investigations and new residential meter installations. This role will promote water conservation initiatives and elevating the customer experience. The ideal candidate will demonstrate strong leadership and analytical communication skills, leading continuous process improvements and setting a high customer service standard.

    Pay Range:

    $80,490.00 - $102,200.00

    Days and Hours: Monday - Friday 7-:30 AM - 4:00 PM

    Driving Requirement:

    This position requires a valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

    Travel:

    If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.


    Essential Employee:


    • This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations.     City Government
