    The Opportunity

    The County Executive's Office seeks well-qualified candidates for the position of Management Analyst.

    Examples Of Duties
    What You Will Do
    Working closely with the Assistant and Deputy County Executives, you will:

    Strategic Analysis & Research
    • Conduct research on priority County initiatives-homelessness, public safety, economic development, childcare, and emerging executive priorities.
    • Build analytical products and dashboards that clarify trends and inform decision pathways

    Project & Program Leadership
    • Develop and manage project plans, timelines, budgets, and deliverables across multiple workstreams.
    • Identify operational gaps and recommend improvements grounded in data and stakeholder input.
    • Coordinate with internal departments, external partners, and community stakeholders to advance Countywide goals.
    • Plan and implement convenings, outreach, and engagement efforts with partners and key stakeholders as needed to implement program objectives.

    Executive Communications
    • Prepare concise, compelling written products for senior leaders-briefs, decision memos, reports, and presentations.
    • Present findings and recommendations to executives and cross-functional partners.

    Operational Execution
    • Monitor program and project performance; adjust plans proactively to keep initiatives on track.
    • Represent the CEO's Office in meetings with County departments, community groups, and external agencies.

    The CEO's Office is recruiting two analysts who collectively strengthen both the technical and relationship-driven dimensions of the team. Candidates may have more experience in some areas than others, but successful hires will have at least three years of similar professional administrative experience and demonstrate:

    Core Competencies
    • Strong analytical thinking, structured problem-solving, and strategic judgment.
    • High-quality writing and communication skills-clear, direct, executive-appropriate.
    • Ability to build productive relationships and navigate complex stakeholder environments.
    • Agility, resourcefulness, and comfort managing several initiatives simultaneously.
    Technical/Analytical
    • Advanced analytical capability, including business intelligence experience.
    • Ability to work with and analyze complex datasets in areas such as homelessness, operational dashboards, and policy metrics.
    • Comfort translating data into strategy and operational recommendations.

    Project Management/Soft-Skills
    • Strong project management experience in government or complex organizations.
    • Skilled at leading cross-functional efforts, shaping consensus, and driving execution.
    • High emotional intelligence, adaptability, and stakeholder-management maturity.

    Application/Examination

    Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

    The examination process will consist of an Application Screening (weight: pass/fail) and an Interview (weight: 100%). Applicants must successfully pass the Application Screening to move forward to the interview. Candidates must successfully pass the interview to be placed on the eligible (hiring) list.

    Depending on the number of applications a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. For that reason, not all applicants with the minimum qualifications are guaranteed to advance through the recruitment. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
