    Description

    The principle purpose of this position is to investigate and prepare pending General Session’s cases for the assigned Assistant Solicitors. The work is performed under the direction of the Chief and Deputy Chief Investigator, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with County employees, victims, witnesses, Police, Medical Examiner, Coroner, attorneys, outside organizations and the general public. This position requires availability for 24 hour call out concerning Solicitor case investigations and assistance to local law enforcement. The principle duties of this position are performed at the Solicitors Office, in the courtroom, at crime scenes and in the field where personal safety is a consideration and where exposure to violent criminals, hazardous materials and potentially hazardous bodily fluids may exist.

    HIRING SALARY RANGE: $54,038 to $70,761 (Estimated Annual Salary)

    Duties and Responsibilities

    Duties include:

    •Review and evaluate investigative reports and prosecutive summaries and inform the assigned Assistant Solicitor as needed concerning work progress, to include present and potential problems and provide suggestions to address said problems.

    •Review crime scenes: take photos, collect evidence, draw diagrams, etc., to include availability for 24 hour call out while on rotating duty shift.

    •The location of displaced/moved witnesses, as well as the transportation of witnesses and victims to pre-trial conferences and trials, to include the transportation of cooperating defendants for interviews and proffering.
    •Collect pre-trial information: evidence, police reports, evaluations, SLED reports, audio/video, maps, etc.
    •Interview and take sworn statements from witnesses, victims, and law enforcement personnel, to include proffering cooperating defendants.
    •Issue legal process: subpoenas, court orders, family court rules and summons, search warrants, arrest warrants, etc.
    •Acts as liaison with local, State and Federal law enforcement, as well as the general public, attorneys and government officials at all levels
    •Assists in orienting new assistant solicitors and support staff concerning investigative/law enforcement procedures and practices pertinent to solicitor case preparation.
    •Attends meetings, conferences, workshops and training sessions, to include reviewing publications and audio-visual materials to become and remain current on principles, practices and new developments in our assigned work areas, to include fulfillment of the annual State requirements concerning law enforcement certification.
    •Maintains proficiency with issued duty pistol.

    This position involves exposure to outside elements, violent criminals, police vehicle operation, the general public, criminal evidence, hazmat and hazardous body fluids which create a potentially dangerous work environment that could lead to great bodily injury or death.

    Minimum Qualifications

    Position requires a Bachelor’s Degree, supplemented with six (6) or more years of considerable experience in Law Enforcement with an emphasis on Criminal Investigative experience.

    Certifications: This position requires a Law Enforcement Certification from the South Carolina Criminal Justice Academy, or other recognized Law Enforcement agency.

    Certification from the South Carolina Justice Academy; annual SCCJA training for firearms; legal ‘s update and defensive driving.

    Knowledge, Skills and Abilities

    Knowledge: This position requires a thorough knowledge of: South Carolina State and local laws; the criminal justice system; law enforcement policies, procedures and protocol; Solicitor Office computer system and programs; and the function and activities of the Solicitor’s Office. This position also requires thorough knowledge and understanding of Charleston County and Solicitor Office policies and procedures.

    Skills: This position requires criminal investigative skills associated with conducting and completing a criminal investigation to include completing a written investigative report, conducting interviews and interrogations, obtaining search warrants, making arrests and testifying in court. This employee must possess outstanding organizational skills in order to manage and prioritize the assigned case load, to include maintaining proficiency with an issued duty pistol and defensive driving skills while in a County issued vehicle. Employee must have sufficient communication skills that would allow effective communication with others, both orally and in writing, using both technical and non-technical language, as well as in emergency situations. This position requires administrative skills associated with day to day office management that includes computer and case management skills.

    Abilities: This position requires sufficient clarity of speech, hearing and vision, to include manual dexterity and personal mobility to be able to perform all required duties. This position requires the ability to: simultaneously keep track of numerous tasks and perform a wide variety of duties with accuracy and speed under pressure of time sensitive deadlines, to include the flexibility to change priorities on short notice; analyze the available pre-trial information in order to recognize the strengths and weaknesses of a criminal case; exercise extreme care and judgment in investigative activities; perform duties with limited supervision; handle confidential legal material with tact and discretion; understand and follow oral and written policies, procedures and instructions; prepare and present accurate and reliable reports containing findings and recommendations; use logical and creative thought processes concerning case preparation and to develop solutions according to written specifications and/or oral instructions; to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks; willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; and the ability to act as the Solicitor’s representative and to perform assigned duties with integrity, ingenuity and initiative.
