    The Position

    Under administrative direction, to direct, manage, supervise, and coordinate the programs and activities of the Fire Prevention Division within the Fire Department; to coordinate assigned activities with other City departments, divisions, and outside agencies; to provide highly responsible and complex administrative support to the Fire Chief; and to perform related work as required.

    Work Performed

    Duties may include, but are not limited to, the following:
    • Direct, manage, supervise, and coordinate the programs and activities of the Fire Prevention Division including public relations, public information, development services, CUPA, fire inspection, and plan checking.
    • Develop Fire Code, Riverside Municipal Code, and National Standard amendments and participates in code adoption processes.
    • Conduct legislative and regulatory analysis, including research and interpretation of proposed chaptered legislations and regulations; continuing monitoring progress of legislation and impact on departmental programs ensuring conformance; review proposed code amendments and provide professional recommendations to the Deputy Fire Chief and/or legal counsel ensuring all state and federally mandated requirements are met.
    • Plan, direct, coordinate, and review the work plan for the Fire Prevention Division; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures.
    • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
    • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures on a continuous basis; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Deputy Fire Chief; implement improvements.
    • Direct a variety of organizational studies, investigations, and operational studies; recommend modifications to fire prevention and inspection programs, policies, and procedures as appropriate.
    • Serve as a liaison for the Fire Prevention Division with other City departments, divisions, and outside agencies; negotiate and resolve significant and controversial issues.
    • Provide highly responsible and complex administrative support to the Fire Chief; prepare and present staff reports and other necessary correspondence.
    • Select, train, motivate, and evaluate Fire Prevention Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
    • Manage and participate in the development and administration of the Fire Prevention Division annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; prepare division related documents relating the ISO reviews and CPSE Accreditation; direct the monitoring of, and approve, expenditures; direct and implement adjustments as necessary.
    • Assist in the preparation of the hazardous waste management plan, research laws to identify solutions to the storage of hazardous materials; establish acceptable solutions to storage problems.
    • Oversee fire safety inspections of commercial and industrial occupants; promote fire safety by investigating citizen complaints regarding fire hazards and educating the public through multi-media campaigns.
    • Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire prevention and inspection.
    • Respond to citizen inquiries and resolve difficult and sensitive complaints.


    Qualifications

    Recruitment Guidelines:
    Education: Equivalent to a Bachelor's degree in Fire Science, Public Administration, Business Administration, or a related field, from an accredited college or university. Two years of additional qualifying experience may substitute for two years of the required education on a year for year basis.

    Experience: Five years of progressively responsible experience in fire safety with at least two years of comparable supervisory experience as Deputy Fire Marshal, or Senior Fire Safety Inspector

    Necessary Special Requirements - License and Certificates:
    • Possession of a valid Class C California Driver License, and an acceptable driving record.
    • Possession of a Level 3 PC 832 Peace Officer Standards and Training (P.O.S.T.) Certificate within (6) months of employment.
    • International Code Council (ICC): Fire Plans Examiner, Fire Inspector I and II, Fire Marshal; or CA State Fire Marshal: Fire Plans Examiner Qualified, Fire Inspector I and II Qualified, Completion of all Fire Marshal Series Classes; or a combination of the two series.

    The selection process will begin with an employment application and attachment screening. This process will include an in-person interview to evaluate job-related education, experience, knowledge, skills, and abilities. Those who are successful in the first round of interviews will be invited to have an interview with the Chief. Then, successful candidates will be placed on the eligibility list.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
      • Management and Professional Units: $150/month
      • Senior Management Unit: $175/month


    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave -
      • Management and Professional Units: 64 hrs. per fiscal year.
      • Senior Management Unit: 80 hrs. per fiscal year.
