    Definition:

    Senior Property Conveyances Examiners report to a Supervising Property Conveyances Examiner and are responsible for examining the more complex documents presented for recordation, examining and certifying maps for recordation, and serving as lead workers. The position requires the exercise of judgment in those areas where guidelines and precedents may be knowledgeable of applicable laws, regulations, policies, and procedures essential for the protections of property rights when recording legal document.

    Essential Job Functions

    Acts as a lead worker, advises and trains Property Conveyances Examiners in the policies and in the procedures to be followed in examining legal documents for recordation.

    Examines the more complex documents to determine their acceptability for recordation.

    Determines which prescribed fees are to be charged for the recording of documents.

    Reviews documents examined and rejected for recordation by Property Conveyances Examiners.

    Examines the more complex documents submitted for recordation to determine applicability of the Documentary Transfer Tax and specific city transfer tax and determines or verifies the amount of tax.

    Rejects those documents that are statutorily incomplete noting the discrepancies and needed corrections.

    Cites State and County laws, rules, regulations, and policies which provide the basis for acceptance or rejection of documents presented for recordation in the public record.

    Examines and certifies maps for recordation.

    Ensures that new laws affecting recordation are implemented and followed by Property Conveyances Examiners.

    Responds to the more complex questions or complaints from individuals, representatives of title insurance companies, attorneys, lending institutions, and real estate agents pertaining to public recordation of legal documents in the public records.

    Acts for the Supervising Property Conveyances Examiner in their absence, as needed.

    Requirements

    Option I:

    One year of work experience as a Los Angeles County class of Property Conveyances Examiner*.

    Option II:

    Three years of specialized work experience** Three years specialized experience in searching records for evidences of ownership and encumbrances affecting the title to, and interests in real property, escrow procedures or the review and evaluation of documents relating to real or personal property.

    Physical class:

    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Veteran’s credit:

    Candidates who are veterans may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score. We will need a copy of your form DD214 to review. Please attach it with your application or email it to the exam analyst at RRCCExams@rrcc.lacounty.gov as soon as possible. If you are eligible for veteran’s credit, we can include it before the list is available.

    **Specialized work experience is defined as experience involving the regular performance of specific, technical, or complex tasks that require specialized knowledge, skills, and abilities beyond general clerical, administrative, or entry-level work.

    Examination content:

    Training & Experience: This assessment type will evaluate the training experience you list on a questionnaire. This part of the assessment is worth 100% of your total score.

    PASSING THIS EXAMINATION AND BEING PLACED ON THE LIST DOES NOT GUARANTEE AN OFFER OF EMPLOYMENT.

    Eligibility and vacancy information:

    Applicants who passed the assessment are placed on an list in the order of their score group for a period of 12 months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the Department of Register and Recorder/County Clerk as they occur. Appointees may be required to work any shift, including evenings, weekends, and holidays.
