    (552339) Research & Sponsored Programs Administrative Professional II, Post-Award Grant Analyst (GA), Salary Range: $5,797-$8,445, Hiring Range: $5,797-$5,900.

    This is a full-time, benefited, exempt, 12-month pay plan, permanent position with a one-year probationary period in the Office of Research & Sponsored Programs Foundation.     Position Summary

    The Post-Award Grant Analyst (GA) acts as the primary point of contact with campus faculty and staff researchers in their role as Principal Investigator (PI) on awarded grants, contracts and trusts (Sponsored Projects, SPs). GA guides the PI through the life cycle of the SP and ensures the fulfillment of the SP requirements and compliance with the Sponsor, CSU, CPH and SPF regulations, policies & procedures. The SPs vary in complexity and scope as do the fully executed agreements with the awarding entities (Sponsors).

    Working with awards from a wide range of sponsors, including federal, state, local, Tribal, nonprofit, and industry entities, the GA ensures that project activities comply with Sponsor, CSU, Cal Poly Humboldt, and SPF regulations, policies, and procedures, thereby minimizing compliance and audit risk.

    Key Responsibilities:

    SP FUND ANALYSIS, BUDGET ADMINISTRATION & PROJECT SUPPORT

    • Administers SPs from project initiation to closeout, along with subsequent audit requirements and record retention. This includes review of project set-up, PI Orientations and closeout of completed projects in a timely manner.
    • Responsible for review and comprehension of the fully executed SP agreements and for maintaining current working knowledge of federal regulations as well as the unique Sponsor regulations and policies.
    • Independently manages day-to-day workload and priorities for an assigned SP portfolio of moderate scope and complexity, consulting with management or senior staff on new, unusual, or complex issues.
    • Communicates regularly, and meets as needed, with PI and project staff to clarify and interpret SP terms & conditions, CSU, CPH and SPF regulations, policies & procedures with respect to SP expenditures, budget analysis, cost match and planning.
    • Coordinates routine sponsor approvals and administrative actions in collaboration with SPF leadership and sponsor contacts, and follows established processes for requests requiring higher-level review or approval.
    • Trains the PI, project staff and department administrative support staff in reporting, processes, required forms and software tools associated with the day-to-day administration of their specific SPs.
    • Councils and makes recommendations to the PIs and project staff regarding the fiscal management of the SPs based on analysis of expenditures, spending trends, and the creation of budget projections.
    • Builds and maintains effective working relationships with PI & project staff, CPH business services staff, department & center staff, SPF colleagues, and SP Program Officers & Administrators; escalates unresolved issues or conflicts to appropriate leadership as needed.
    • May be assigned special projects requiring specific expertise to support the continuous improvement of the efficiency, effectiveness and benefit of SPF.


    ENSURING & ENFORCING COMPLIANCE

    • Analyzes SPs of varying complexity at receipt and as needed throughout the lifecycle of the award to determine, calendar and take action on items such as key deliverables, reports, compliance issues and deadlines.
    • Communicates regularly with PIs to monitor progress toward project objectives, reporting milestones, and cost share certification, and identifies potential issues for timely resolution or escalation.
    • Ensures SP activities are in compliance with Federal, State, CSU and SPF policies, procedures and regulations. GA follows policies and procedures to project against audit disallowance or loss of SP reimbursements and indirect costs (IDC).
    • Prepares, submits and files financial reports supporting documents in a timely manner; reviews account balances and expenditure activity; and, requests/reviews transfer requests as needed.
    • Collaborates with the Compliance Officer to collect, consolidate and document cost match from both internal and external partners and to monitor PI and key personnel effort.
    • Reviews sub-awardee invoices to ensure that invoice items are within contracted budget and performance period and then forwards invoice to PI for review and approval.
    • In situations lacking established guidelines, researches applicable regulations and institutional guidance, consults with senior staff or management, and assists in implementing approved solutions.
    • Utilizes desk procedures and advises management on their viability with respect to ongoing SP activity as needed.


    AUDIT PREPARATION

    • Assists the management team in working with Federal, State and CSU system auditors to provide information and answer questions for audit compliance reviews.
    • Reviews expenditures through SPF’s internal audit (Check 5) process to check for allowability and compliance, as well as documentation of transfers, exceptions or irregularities in support of process improvement and readiness for external financial audits.
    • Identifies potential compliance concerns or process gaps and communicates findings to management to support continuous improvement and audit readiness.

    OTHER DUTIES AS ASSIGNED

    May include:
    • Represents SPF at on or off-campus functions and meetings as required.
    • May be assigned special duties or projects in support of SPF events or functions..

    • Proficiency in using grant management software and financial systems.

    Minimum Qualifications:

    Equivalent to a bachelor's degree in a related field and two years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.

    Preferred Qualifications:
    • Comprehensive understanding of post-award grant analysis, governmental accounting principles, sponsor reporting requirements, and OMB Uniform Guidance;
    • Experience in an Institute of higher education or a sponsored projects workplace;
    • Experience in budget planning, monitoring, and reporting;
    • Prior or current involvement with NCURA, SRA, COGR or similar professional organizations;
    • Bachelor’s degree.
