The Position Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents recommend and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; and may train, supervise, and evaluate the performance of subordinate staff and/or a staff consisting of several students, volunteers and/or contract staff.
The Nevada Office of Emergency Management (OEM) is seeking a Program Officer I (Underfill Program Officer II). to manage technology programs within the Technology and Mission Support portfolio. This position ensures OEM's technology systems are reliable and ready to support emergency operations statewide. The Program Officer oversees several programs critical to OEM's mission. The Audiovisual Systems Program maintains and troubleshoots integrated A/V systems in OEM facilities to support meetings, trainings, and Emergency Operations Center activations, performing diagnostics and repairs to ensure seamless operations. The Technology Asset Management Program tracks and manages all A/V and IT equipment, maintains accurate inventory through state systems, and plans lifecycle replacements while ensuring readiness of mobile technology kits for field deployments. The Remote Support Program provides technical assistance for off-site meetings, exercises, and mobile command posts, configuring portable systems and ensuring reliable connectivity during mission-critical operations. The IT Support Program assists with hardware and software setup, user support, and system upgrades while maintaining compliance with cybersecurity policies and participating in technology planning. The Emergency Operations Program provides real-time audiovisual support during EOC activations for operational briefings and communications. Marginal duties include supporting safety programs, managing technology vehicles, and providing training on audiovisual systems, and maintaining compliance with federal and state policies.

Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment; OR graduation from high school or equivalent education and two years of para-professional program support experience equivalent to an Administrative Assistant III in Nevada State service which required the application of State and/or federal laws, policy and procedures; reviewing documents prepared by others for program compliance determinations; or preparing reports which summarize financial and statistical information; OR an equivalent combination of education and experience as described above. Special Notes Some positions may require agency specific experience which will be identified at the time of recruitment. Some positions may require additional certifications at the time of appointment and as a condition of continuing employment, which will be identified at the time of recruitment. Special Requirements A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment. A State of Nevada/FBI fingerprint based background check is required as a condition of appointment and as a condition of continuing employment. Additional Position Criteria Experience working in emergency operations centers or in emergency incidents. Experience and knowledge of Audio / Video and Teleconferencing equipment. Database or data management experience. Experience and/or knowledge of Microsoft 365 products. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
