Job Description:Purpose:Under general direction, this position inspects the work of construction/building projects to ensure compliance with contract plans, specifications, and building codes.
Duties, Functions and Responsibilities:Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Reviews construction/building plans, specifications, and contracts for compliance with codes, zoning, ordinances, etc.
- Performs inspection for utility cuts and reviews for drop-in customers.
- Inspects construction and/or new and existing buildings for compliance with codes, specifications, safety ordinances, etc.
- Records data on appropriate forms and logs, etc.
- Assists in coordinating division/section activities with outside contractors.
- Schedules and observes flow tests, lab tests, density tests, and/or other types of tests.
- Interprets, explains, and enforces City policies and procedures, building codes, specifications, ordinances, etc.
- Draws as-built drawings for completed construction projects.
- Answers citizen questions & provide assistance.
- Notifies individuals of meetings, street closings, etc.
- Checks contractors for proper licenses, permits, authorizations, insurance, etc.
- Investigates consumer/citizen complaint to determine validity.
- Compiles data and information for reports and cost estimates by entering data into a computer.
- Files papers, materials, etc.
- Prepares construction change orders and monthly construction pay estimates.

Knowledge, Skills, and Abilities:Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of the principles, practices and instruments used in land surveying.
- Knowledge of proper safety practices, procedures and regulations applicable to work being performed.
- Knowledge of construction materials and methods.
- Knowledge of applicable building codes, ordinances and regulations.
- Knowledge of contract language.
- Knowledge of the integration of the inspection functions with other operating and administrative functions of the department and the City.
- Knowledge of computer programs such as databases and word processing.
- Skill in taking accurate measurements and computing quantities of materials used in construction.
- Skill in establishing and maintaining good working relationships other City employees, contractors and the public.
- Skill in maintaining records and preparing written reports.
- Skill in recognizing deviations from drawings and specifications.
- Skill in determining quality of materials, workmanship and construction methods.
- Skill in resolving problems or situations requiring the exercise of good judgment.
- Skill in recognizing the need for correction of Construction activities that deviate from specifications.
- Skill in reading and interpreting blueprints, plans, maps and/or specifications.
Minimum Qualifications:- Graduation from an accredited high school or equivalent plus two (2) years' experience in a related field.
- Education may substitute for experience up to two (2) years.
Licenses and Certifications Required:- Building Inspectors:
- Certifications required by Department Career Development Plan.
- Certification/license may be required by trade.
Preferred Qualifications :- Experience and certification in Temporary Traffic Control and flagging.
- Ability to review traffic control plans, schematics, and construction plans.
- Experience working with the City Code, TXMUTCD, Criteria Manuals, or Standard Specifications.
- Must be able to work with contractors, developers, general public, other city departments and law enforcement on code compliance issues and street closures.
- Excellent written communication skills to prepare reports.
- Availability to routinely work non-standard hours.
- Experience in responding to and investigating citizen complaints regarding construction projects, special events and/or road closures.
Notes to Candidate:The ROW Inspector is responsible for ensuring that all development performed within the public right-of-way is properly permitted for accuracy, completeness and functionality to the approved traffic control plan. This position will work in the field inspecting work zone traffic control for utility, telecommunication, site development and special events projects.
Must be able to review traffic control plans, schematics, and construction plans and be able to work with the general public to ensure that traffic control plans are followed. Position will require knowledge of interpreting city code and ROW code. Must be able work to work evenings and weekends as required.
Pay Rate: $24.40 - $28.42 per hour. Location: Permit Development Center - 6310 Wilhelmina Delco Dr.
Hours: Monday - Friday 8:00am to 5:00pm.
Hours may vary depending on departmental needs and initiatives.
