    Position Duties

    NOTE - The first review of applications will be on Tuesday, January 6, 2026.     The Information Technology Department is seeking a Data Analytics Developer to be part of the City’s Data Governance Team to build data pipelines and dashboards for the San José 311 application and other citywide applications. The team partners with departments to establish data standards, strengthen data quality, and support effective data sharing and collaboration, which creates a strong and equitable data foundation that enables informed decision-making and prepares the City for emerging technologies such as AI. The team fosters a collaborative, mission-driven environment that welcomes individuals who are eager to advance how data supports government services and community outcomes.

    This position offers an exciting opportunity to create automated reporting tools that will transform how the City collects, manages, and visualizes data. The Data Analytics Developer will take ownership of data workflows, develop clear, impactful visualizations across departments, and shape how the City uses data to improve services, strengthen transparency, and guide decision-making.

    Key job responsibilities include, but are not limited to, the following:
    • Design, develop, and maintain end-to-end ETL pipelines using tools such as Python and SQL to integrate data from diverse data sources, including internal databases, APIs, and SaaS platforms such as Zoom, Salesforce, and Oracle Service Cloud, into a centralized data warehouse to enable efficient reporting and analysis.
    • Develop and maintain data models, including star/snowflake schemas, for efficient reporting and analytics and ensuring data consistency and data integrity across multiple systems.
    • Design and implement interactive dashboards and reports in Power BI and Tableau to assist City departments in monitoring and analyzing key metrics, transforming complex data into clear visual insights across multiple initiatives.
    • Automate recurring reports and analytics workflows to support City departments.
    • Build Azure Synapse Analytics pipelines to ingest data from various formats into Azure Data Lake, enabling centralized storage and seamless access for analytics and reporting.
    • Design and implement data engineering prototypes or pilot projects leveraging hybrid-cloud platforms, including AWS and GCP.
    • Communicate complex technical concepts to non-technical stakeholders and collaborate with key stakeholders, cross-functional teams, third-party vendors, and the San José 311 Customer Contact Center team to prioritize and develop high-quality datasets that support data-driven decision-making.
    • Document data lineage, pipelines, and processes to support compliance and auditing.
    • Implement access control for data stored across Azure resources and services to maintain strong governance and establish monitoring mechanisms to safeguard sensitive data.

    Please note that the Senior Systems Applications Programmer position is currently eligible for a hybrid telework schedule (currently 32 hours onsite, 8 hours remote). Work schedules are subject to change.

    Salary Information: The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Senior Systems Applications Programmer (SSAP) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

    Salary Range (including the 5% NPWI): $129,70.96 minimum-$157,182.48 annually

    The SSAP classification is represented by the Municipal Employees’ Federation (MEF) bargaining unit.

    Minimum Qualifications

    Education: A Baccalaureate Degree from an accredited college or university in Business Administration, Public Administration, Computer Technology, or a closely related field.

    Experience: Three years of increasingly progressive experience in computer systems applications programming.

    Acceptable Substitutions: Additional years of directly related work experience may be substituted for up to a maximum of two years of the educational requirement on a year-for-year basis.

    Other Qualifications

    The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.

    Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

    The ideal candidate will possess a combination of the following knowledge and experience:
    • Demonstrates strong technical experience in ETL, data engineering, and reporting.
    • Demonstrates the ability to translate end-user requirements into technical specifications for data integrations and reporting workflows.
    • Demonstrates proficiency in creating and maintaining dashboards and reports using Power BI, Tableau, or other visualization tools to deliver actionable insights.
    • Demonstrates ability to apply behavioral and operational analytics to support usability testing, reporting effectiveness, and continuous improvement of data products.
    • Familiarity with GitHub, Visual Studio, and Copilot to support version control, collaborative development, and efficient coding in data engineering and reporting projects.

    Analytical Thinking - Approaching a problem or situation by using a logical, systematic, sequential approach.

    Collaboration - Develops networks and builds alliances; engages in cross-functional activities.

    Teamwork & Interpersonal Skills - Develops effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.

    Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.
