    About the Department

    The City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $119 million annually and 112 employees, the Department administers multiple local, state, and federal funds. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion.

    Position Duties

    The Housing Department is currently seeking to fill one (1) vacant Senior Analyst and one (1) vacant Analyst I/II position in their Administrative Services Division.     Salary Information

    The salary range for the Senior Analyst classification is: $118,460.16 - $144,318.72

    The salary ranges for the Analyst I/II classifications are:

    • Analyst I: $92,994.72 - $113,022.00
    • Analyst II: $101,468.64 - $123,330.48


    The salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates’ qualifications and experience.

    Senior Analyst Responsibilities

    The Senior Analyst reports directly to the Administrative Officer in the Administration Services Division and has supervisory responsibilities. The Senior Analyst is responsible for coordinating all budget elements of the department including budget development from the base through adopted phases and expenditure/revenue tracking and projections.

    Responsibilities include, but are not limited to:

    • Lead the development, preparation, and monitoring of the Housing Department’s annual operating and capital budgets.
    • Prepare/coordinate submittals of various budget requests, such as Proposed, Annual Report & Midyear requests.
    • Analyze expenditure trends, revenue projections, and funding needs to support strategic program planning.
    • Coordinate with Finance, Grants, Procurement, and ITD to ensure alignment of financial processes, cost allocations, ensuring proper VisCodes are applied.
    • Monitor spending across multiple funding sources, including federal, state, and local funds (e.g., CDBG, HTF, General Fund), ensuring compliance with grant and regulatory requirements.
    • Maintain budget tracking tools, dashboards, and spreadsheets to support transparency and informed decision-making.
    • Maintain documentation and utilize data management methods to collect, track, and report financial information to the Division Manager as needed.
    • Track citation revenues monthly and report to the Administrative Officer.
    • Coordinate the submittals of the division’s performance measures on a quarterly basis.
    • Provide/confirm budget references as needed for memos.
    • Assist with audit requests, compliance reviews, and financial documentation to support departmental accountability.
    • Perform supervisory responsibilities including prioritizing and assigning work, conducting performance evaluations, training, and making hiring and disciplinary recommendations.


    Analyst I/II Responsibilities

    The Analyst I/II reports directly to the Senior Budget Analyst in the Administrative Services Division.

    Responsibilities include, but are not limited to:
    • Work with the Senior Analyst and Administrative Officer to prepare, analyze, execute and monitor complex budget and fee programs.
    • Prepare revenue projections and develop fees and charges for various cost recovery programs.
    • Conduct ad hoc budgetary analysis and projections in support of Housing Department programs.
    • Work with cross department teams to analyze, monitor and support the audit of complex federal and State grant budget programs.
    • Work with various divisions within the department to monitor and track invoices, projects and grants.
    • Administer contracts, including amendments, change orders, and exercising options.
    • Assist in training and educating Housing Department staff on Citywide budget rules, procedures and processes.
    • Perform data and financial analysis for budgeting, purchasing and contracting activities.
    • Skills with Microsoft Office Excel and Word are desirable.


    Minimum Qualifications

    Senior Analyst

    Education: A Bachelor’s Degree from an accredited college or university.

    Experience: Four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.

    Acceptable Substitutions: One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.

    Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

    Analyst I
    Education: A Bachelor's Degree from an accredited college or university.

    Analyst II
    Education: A Bachelor's Degree from an accredited college or university

    Experience: Two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    The ideal candidate will possess the following competencies, as demonstrated in past and current employment history.

    Problem Solving - Approaches a situation or problem by defining the problem or issue; determines the significance of problem; collects information; uses logic and intuition to arrive at decisions or solutions to problems that achieve the desired outcome.

    Supervision - Sets effective long and short-term goals based on a good understanding of management practices; establishes realistic priorities within available resources; provides motivational support; empowers others; assigns decision-making and work functions to others in an appropriate manner to maximize organizational and individual effectiveness.

    Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills; displays openness to other people’s ideas and thoughts.
