Job DescriptionThe Superior Court of California, County of Alameda is accepting applications for the position of
Principal Analyst within the
Office of Collaborative Court Services. Under direction of an executive team member, to plan, to implement, to coordinate and to manage projects and activities of major significance to the development and delivery of court programs and services; to supervise professional and support staff or to serve as a lead in a major project and/or program; and to perform other related duties as required.
This is a supervisory class level that may report to the Administrator, Division Director, Finance Director or Human Resources Director. The major job functions include the responsibility for development and implementation of comprehensive programs and projects that have a court wide impact. These programs/projects deal with highly complex and sensitive issues. Incumbents are expected to work with minimal direction.
This position is assigned to the Office of Collaborative Court Services, which is responsible for coordinating and staffing the treatment courts in Alameda County. Collaborative Court staff case- manage justice-involved people who have a high need for addiction and mental health services; communicate with all stakeholders; implement best practices; and manage a number of federal, state, and county grants and contracts. The position is responsible for securing funding to keep the unit operational; training all justice partners; managing the annual budget; data collection, reporting, and analysis; ensuring quality case management is provided to all participants; and maintaining partnerships with county treatment providers. The selected candidate will also be responsible for the training, monitoring, supervising, and evaluation of staff assigned to this work unit.
The current vacancy is assigned to the Office of Collaborative Courts Services at the Wiley W. Manuel Courthouse in Oakland. Each individual in this classification does not necessarily perform all listed duties.
1. Leads in organizing a collaborative partnership between the court, justice partners, and outside stakeholders including but not limited to Judges, Prosecutors, Defense Attorneys/Private Counsel; solves problems that arise between collaborative partners; provides orientation to all new partners/stakeholders.
2. Handles high-level and complex issues with Court participants, including complaints against treatment providers, special requests, disturbing behavior, safety concerns, etc.
3. Manages and coordinates the treatment courts and attends the pre-court team meetings and attends treatment court sessions; implements national best-practices and ensures fidelity to the treatment court model.
4. Develops and recommends policies and procedures, MOUs with partners, manuals, handbooks, phase systems, and incentives & sanctions; leads the court team workgroups; presents data to Judges and teams and creates discussion on how to improve programs.
5. Responsible for the implementation of an effective drug/alcohol testing program for all court participants; and maintains accurate treatment reports from multiple providers.
6. Partners with a community-based provider to deliver a mentor program in the Veterans Treatment Court.
7. Manages the OCCS budget, the gift-card incentive program, and responds to ad-hoc audits by the Court’s financial division; understands and navigates the politics of requesting local funding; hosts and coordinates all grant-funder site visits.
8. Chairs various meetings, such as staff meetings, Judges meetings, and case manager meetings; delivers presentations and makes public comment at all outside meetings, committees, projects, state level coordination/funding initiatives.
9. Responsible for all grants, contracts, reporting, grant writing, research, RFPs, and vendors; manages program evaluation, technical assistance, and quality assurance projects.
10. Supervises administrative staff, case management staff, and administrative and clinical contractors; trains, monitors, and evaluates staff’s works performance; recommends disciplinary action; and provides coaching for staff development.
11. Responsible for all data policy/procedures including the MIS program, data collection, analysis, compliance, reporting, and distribution (including data sharing agreements and the publication of annual reports).
12. Facilitates all transportation services for clients; ensures translation services for clients in treatment and organizes court graduation ceremonies; responsible for client assessments, screening, and releases of information.
13. Implements Human Resources and Finance initiatives and acts as a liaison with all court divisions.
14. Performs other related duties as assigned.
Minimum Qualifications Education:
Possession of a Bachelor's degree in business administration, court administration, human resources, public administration or related field from an accredited college or university. A Master's degree in a related field is desirable.
And
Experience:
The equivalent to four (4) years of full-time professional-level experience in complex budget analysis, human resources, financial/fiscal analysis, legislative/administrative policy analysis or complex program development. Experience as lead staff in a complex organization is desirable.

KNOWLEDGE AND ABILITIES: Knowledge of project management; data collection, research and analysis methods; state, court and county functions, organization and structure; principles, functions and practices of public administration and policy analysis; court operations; workflow process analysis; local, State and Federal laws pertaining to human resource management; principles, methods and techniques of personnel administration; revenue distribution methodologies and distribution formulas, generally accepted accounting principles (gaap), financial management systems and applications, budget development and practices; state and local legislative processes; statistical and research methods; supervision principles and practices.
Ability to manage special projects and programs; evaluate problems and issues with conflicting evidence, make recommendations and facilitate implementation; interpret and apply employee labor agreements and State and Federal laws pertaining to employment; use a variety of computer office, research and database applications; prepare written and oral presentations; maintain the confidence and cooperation of Court officials, employees and the public; collect, interpret and evaluate a variety of narrative and statistical data; develop and write procedures, correspondence and narrative and statistical reports; maintain confidentiality of information; exercise discretion and independent judgment.
Physical Demands:
Walk, stand, sit, and climb up and down stairs; strength, dexterity, coordination and vision to use a keyboard and video display terminal on a daily basis; hearing and speaking to communicate with the public and court staff; dexterity and coordination to handle files; occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference and other materials and reach for items above and below desk level.
Working Conditions:
Video display terminal is used on a daily basis. Attend meetings outside of normal working hours. Work occasional evening and weekend hours. May be required to travel statewide as necessary.
Special Requirements:
A valid California Class "C" Driver's License or the ability to reliably utilize an alternative method of transportation when needed to carry out job-related essential functions.
This position includes a one-year probationary period. Employment is contingent upon successful completion of fingerprint check and the provision of appropriately identifying documents to certify eligibility to work in the United States.
