DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Health Department is actively searching for a skilled individual to perform review and investigations of compliance with contractual agreements.
Job duties and responsibilities may include, but are not limited to, the following:
- Perform routine administrative duties in the standard review and investigation of compliance with contractual agreements set forth by Municipal, State and Federal regulations.
- Perform administrative and supervisory duties in implementing various policies and procedures regarding the review and investigation of contract compliance in accordance with regulations established by Municipal, State and Federal guidelines.
- Conduct desk and field audits, prepares written audits/monitoring reports of findings, reconciles invoices, and analyzes multiples budgets.
- Compile reports and maintains contract budgets, tracks awards, fiscal projections and contractors/vendor expenditures.
- Maintain contract oversight, may supervise section staff, schedules and reviews work, provides on-going trainings, evaluations, inspections, and assessments.
- Represent the manager at department, committee, board, State, agency meetings and/or at legal
- proceedings as requested to provide information about programs or services.
- Routinely completes special projects.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's Degree in Business Administration, Public Administration, Liberal Arts or a related field.
Responsible, professional administrative experience may be substituted for the above education requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Three (3) years of responsible, professional administrative experience, preferably in contract compliance, are required.

PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** - Experience in handling multiple sub-recipient grant contracts preferred.
- Experience in liaison activities for federal and state grants preferred.
- Excellent verbal and written communication skills preferred.
- Candidate familiar with State health requirements as mandated in the Older Americans Act (OAA).
GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED Application review and/or interview. However, the Department may administer a skill assessment evaluation.

Pay Grade 22 SALARY INFORMATION GRANT FUNDED POSITIONGrants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
