    POSITION PROFILE:

    The Senior GIS Analyst will support the City of Houston’s Enterprise Geographic Information System (EGIS) by performing advanced GIS development and technical support. This role requires a detail-oriented individual who is highly proficient in GIS mapping, editing, spatial analysis, data management, and web GIS applications. The selected candidate will play a key role in supporting desktop and web-based GIS projects that align with the City’s enterprise goals and provide technical solutions to internal and external stakeholders.

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
    • Supervises GIS projects determining scope, schedules and resource requirements. Communicates with clients to resolve problems and performs quality control.
    • Develops complex applications and screen menus to support GIS users. Uses ArcGIS Model Builder, Python, Arcade, ArcGIS Tasks to automate processes. Writes code and documents programs.
    • Consults with users to determine GIS needs. Identifies applications, data requirements and sources, hardware and software requirements.
    • Develops and implements data topology methods and procedures.
    • Provides technical training and support to staff and users.
    • Makes project presentations to users and staff.

    Specific Responsibilities:

    • Self-motivated analyst capable of working with staff of various departments to gather program needs and propose / design / prototype GIS solutions for their business needs.
    • Very strong spatial analysis background with ability to see and recognize patterns in data from vast variety of sources and make those patterns visible and understandable for a variety of audiences.
    • Very strong experience and background in GIS theory and methods. Expert in ArcGIS Pro and ArcGIS Online.
    • Creates web maps, applications, and dashboards for conveying GIS information.
    • Automates processes with Python scripting and Arcade. Helps management team test new automation methods for various teams.
    • Understanding and experience with site-selection analysis and workflows. Able to teach other staff on proper data sources and analysis tools to empower other staff to use available resources within their skill levels.
    • With minimal instruction, independently capable of taking basic information from management, external departments, and the public, match it to the proper enterprise data, and design appropriate mapping solutions for the correct purpose, situation, and audience.
    • Focus on giving users control of their web applications to maximize staff time, providing digital solutions that can be reused for multiple program initiatives.
    • Very well organized with focus on detail and understanding of how the finished products will be used.
    • Understanding of raster GIS analysis with emphasis on impervious surface generation and image classification / comparison techniques.
    • Expand the use of GIS software and web mapping applications to additional users by providing training for the GIS I, II and AGO classes.

    WORKING CONDITIONS:
    The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
    There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

    This is a Planning and Development Department Position at the Tier II Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS:
    Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field.

    EXPERIENCE REQUIREMENTS:
    Two years of professional experience working with a comprehensive geographic information system are required.
    Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.

    LICENSE REQUIREMENTS:
    None

    PREFERENCES

    • Demonstrated experience leading teams on major, high-impact projects with complex analysis requirements and full project ownership


    • Strong technical expertise in ArcGIS Server, ArcGIS Online (custom applications, dashboards, and reporting), Model Builder, Python, and Arcade


    • Skilled in database management (versioning/replication), raster data analysis, and developing new GIS processes and workflows


    • Strong abilities in GIS data analysis, interpretation, cartography, data visualization, and troubleshooting GIS applications, tools, and data


    • Experience in site-selection analysis and weighted index workflows
    • Proven ability to train GIS users and implement innovative GIS solutions
    • Experience in teaching GIS classes
