    The Position

    Employment Security Division (ESD) Program Specialists participate in statewide program development; interpretation of federal and State laws and regulations; program planning, budgeting, and quality assurance; and training development and presentation for programs related to unemployment insurance benefits, employer unemployment tax contributions, and workforce investment services.

    Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.

    ESD Program Specialist 2 positions at the Department of Employment, training, and Rehabilitation perform advanced-level duties in program planning, compliance, and quality assurance. This position is located in a Las Vegas are EmployNV Career Hub and will serve as a supervisor in Southern Nevada within the State Veterans Unit, assisting the State Veterans Unit Program Manager in overseeing statewide services for veterans, National Guard members, spouses, and their families. Incumbents will Supervise staff delivering veterans, National Guard members, spouses, and their families employment and training services. They will interpret and apply Department of Labor (DOL) guidelines to program operations, plan, develop, and monitor complex programs and grants related to veterans?, National Guard members, spouses, and their families? services and conduct statewide evaluations of program operations and prepare corrective action plans. The incumbent will also draft reports, policies, and procedures to ensure compliance with state and federal regulations, provide technical assistance to staff, management, and community partners and represent the Veterans Unit in meetings, committees, and community partnerships.

    To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, public administration, social sciences or related field and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; applying complex laws and regulations; writing business correspondence, documenting findings and preparing summary reports or recommendations; and analyzing organizational and administrative programs, policies and procedures to evaluate compliance and make recommendations for revision; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as an ESD Program Specialist I in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
