    Position/Program Information

    TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY

    The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild.     The Department of Public Works is seeking qualified candidates to fill emergency Supervisor, Contract Constructionvacancies related to this unprecedented natural disaster.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Supervisor, Contract Construction.

    Essential Job Functions

    A Supervisor, Contract Construction is responsible for a combination of the following job functions:
    • Supervises a large number of construction inspection personnel in the inspection of public works infrastructure construction projects including flood control and water conservation facilities, roads and highways, bridges, aviation facilities, sewers, and water systems .
    • Assists in reviewing plans and specifications for feasibility of construction and recommends changes in grade, locations, and structural features on construction projects to avoid extra work claims or delays to the construction projects and to insure quality construction.
    • Explains to contractors County policies and what is expected during the construction period, confers with contractor to interpret plans and specifications in cases of dispute, and reviews and makes recommendation for contractual time extensions on County improvement projects.
    • Coordinates the enforcement of plans and specifications by Head Construction Inspectors in the various field permit offices to insure uniformity throughout the areas under the Department's jurisdiction.
    • Assigns inspection personnel to various projects and makes field inspection of work in progress to insure compliance, with plans and specifications, safety practices, inspector's work quality, and determines scheduling for final field acceptance of projects.
    • Acts as the Department of Public Works representative at meetings with utility companies, public and private agencies, and County departments on matters pertaining to contract construction activities and responds to public information requests or complaints concerning construction operations.
    • Determines the need for change orders and requests or authorizes extra work or time extensions according to policy.
    • Supervises and coordinates the preparation of correspondences, inspection cost estimates, maintenance of records, and distribution of plans and information.
    • Attends conferences with contractors and representatives of other divisions and public agencies to review and recommend solutions to present and future construction problems.
    • Drives to various work sites throughout the County to assess construction progress and supervise inspection personnel.

    Requirements

    MINIMUM REQUIREMENTS:
    Two years of experience in the inspection of contract construction at the level of Head Construction Inspector*.

    LICENSE:

    A valid California Class C Driver License is required to perform job-related essential functions.

    Successful applicants for positions that require driving must provide verification of their driver license and a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

    PHYSICAL CLASS:
    Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    * Experience at the level of a Head Construction Inspector in the service of County of Los Angeles is defined as: Has immediate charge of a unit responsible for the inspection of the construction and repair of roads, bridges, sanitary sewers, storm drains, or other engineering structures with respect to quantity and quality of material, workmanship, and conformity to plans and specifications.     EXAM CONTENT:
    During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
