    A Sr. Management Analyst is available with the City of Fort Worth - Office of the Police Oversight Monitor (OPOM). OPOM is looking for a collaborative and innovative Sr. Management Analyst to support policy initiatives of the OPOM and the community that will enhance public trust and confidence in law enforcement. Sr. Management Analyst will lead with a focus on researching, creating and advising on equitable solutions as well as collaboration with community and law enforcement. The position will perform a wide variety of complex research and analytical duties related to public policy and procedural and organizational analysis. The position also provides key policy and statistical support for OPOM's monitoring, auditing and review of the management, practices, and policies of the Fort Worth Police Department (FWPD) and OPOM.

    Minimum Qualifications:
    • Master's Degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field. (Candidates who do not meet the Education requirement, may be considered if they have more relevant work experience than the position requires)
    • Four (4) years of experience analysis of processes, procedures, operations, data, systems or methods as well as experience in the functional areas of force analysis, criminal law, or constitutional policing

    Preferred Qualifications:
    • Experience with Excel and SQL data reporting
    • Experienced with benchmark analysis, analytical research and writing, offering conclusions and critical feedback
    • Experience conducting or supporting audits of policies, investigations, or organizational processes, including identifying compliance gaps and developing actionable recommendations
    • Experience reviewing or conducting administrative or criminal investigations

    The Sr. Management Analyst job responsibilities include:
    • Perform complex qualitative and quantitative analysis of police complaints, producing reports and visualizations to identify patterns in complaints, workload, and investigation

    outcomes.
    • Administer and maintain the Monitor's case management and research database, ensuring data integrity, confidentiality, and reliability through error-checking and quality control.
    • Prepare weekly, monthly, and annual reports, policy briefs, and presentations for internal and external stakeholders.
    • Develop and implement database systems, software tools, and analytical methods to improve data collection, storage, and reporting processes, including public-facing databases that increase transparency.
    • Conduct recurring, systematic audits of police practices, case files, and departmental workflows, producing evidence-based findings, trend analyses, and actionable recommendations to identify operational gaps, assess policy compliance, and strengthen accountability and oversight functions.
    • Participate in the evaluation, design, and implementation of workflows, processes, and procedures for assigned functions.
    • Maintain current knowledge of local, state, and federal legislation, policies, and best practices affecting operations.
    • Engage with community members and stakeholders in effective community-police problem-solving initiatives, ensuring all residents have equal access to participate in outreach activities and provide input on police oversight matters.

    No prior experience with or other representation of the Fort Worth Police Department or individual Fort Worth Police Officers. Preference will be given to individuals with experience in all phases of law enforcement monitoring, auditing and compliance, civilian oversight administration, procedural justice and civil rights protection.

    Working Conditions

    Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

    Medical Program

    Vacation

    Eligible for 3 weeks of vacation: After successful completion of probationary period (usually

    Holidays

    Available on the first day of employment, the city provides employees with paid holidays, including two personal holidays.

    Wellness Program

    The city’s Healthy Challenge Wellness Program rewards all full-time, benefit-eligible employees on the city’s health insurance. The Healthy Challenge Program utilizes a points system. Participants may earn points throughout the year (Jan. 1-Dec. 15) for completing specific program activities and participants can redeem points at the end of the year for a cash reward. By participating, individuals can earn $150, $200 or $250 by accumulating program points.
