Job Characteristics ***OPEN & PROMOTIONAL JOB OPPORTUNITY*** BUDGET & TREASURY OFFICER The City of Concord's Finance Department is currently seeking a strategic municipal finance professional to serve as the City's Budget & Treasury Officer.
The Finance DepartmentThe City of Concord’s Finance Department plays a vital role in supporting the City’s mission through innovative financial management and responsive service. We are a collaborative, solutions-driven team responsible for safeguarding City's resources, delivering clear and timely financial information, and driving continuous improvement across our operations. The Department oversees key functions including Accounting, Budget, Purchasing & Accounts Payable, Payroll, and Revenue & Treasury—working together to ensure fiscal transparency, sustainability, and exceptional service to our organization and community.
The Budget Division is responsible for: - Leading the City’s biennial operating budget process and supporting the capital budget process, ensuring alignment with City Council priorities, community needs, and long-term financial sustainability. This includes coordinating budget development across departments, preparing the biennial budget document, and overseeing the annual update of the Fee Schedule in compliance with state and local requirements.
- Providing financial planning, reporting, and analytical support to City departments throughout the year to promote sound fiscal management. The Division monitors revenues and expenditures to ensure compliance with appropriations, prepares periodic budget-to-actual analyses, and develops forecasts, performance metrics, and trend analyses to support informed decision-making.
- Supporting strategic initiatives and long-range financial planning, including multi-year projections, labor cost modeling, and policy analysis to evaluate service delivery options and resource allocation.
- Maintaining transparency and accountability by producing clear, accessible financial reports and presentations for the City Council, management, and the public.
The Treasury and Revenue Management Division is responsible for: - Overseeing the City’s revenue administration programs, including the business license tax, transient occupancy tax, franchise fees, and other locally imposed revenues. The Division ensures compliance through effective billing, monitoring, enforcement, and collaboration with departments and external partners to maximize revenue collection and safeguard public funds.
- Managing the City’s cash, banking, and investment activities to maintain adequate liquidity, ensure the safety of public funds, and achieve an appropriate return in accordance with the City’s Investment Policy and applicable state law. This includes cash flow forecasting, investment portfolio management, and regular reporting to City management and Council.
- Administering the City’s debt portfolio by coordinating the issuance and repayment of debt, ensuring timely payment of principal and interest obligations, and maintaining compliance with bond covenants, continuing disclosure requirements, and federal arbitrage regulations.
- Supporting long-term financial planning and policy development related to revenue diversification, debt management, and cash flow optimization to strengthen the City’s overall fiscal stability and resiliency.
- Providing transparent financial reporting and analysis to City leadership, rating agencies, and the public to promote accountability and confidence in the City’s financial stewardship.
What you will be doing: - Overseeing the City’s budget, treasury, and revenue management functions, ensuring compliance with City policies, legal requirements, and sound financial practices.
- Leading the development and administration of the biennial operating and capital budgets, providing fiscal analysis, insight, and recommendations that inform strategic and policy decisions.
- Serving as a thought partner and critical thinker to the Finance Director, executive leadership, and departments—bringing analytical rigor and curiosity to complex fiscal issues and helping shape long-term financial strategies.
- Supervising and mentoring professional staff, including a Budget Analyst and Senior Financial Analyst, fostering a collaborative and learning-focused environment that values professional growth, teamwork, and innovation.
- Providing leadership and oversight for cash, investment, and debt management, ensuring the City’s financial resources are managed prudently and transparently.
- Guiding citywide revenue programs such as business license, transient occupancy, and franchise fees, working closely with the elected City Treasurer to promote efficiency, compliance, and accountability.
- Delivering clear, data-driven financial reports and presentations to support decision-making, transparency, and public trust.

Examples of duties include, but are not limited to Budget Development and Strategic Planning Leads the development and administration of the City’s annual or biennial operating and capital improvement program (CIP) budgets. Facilitates interdepartmental budget planning meetings and provides technical guidance throughout the budget development cycle.Develops and maintains multi-year financial forecasts, trend analysis, and fiscal sustainability models.Evaluates the financial impact of policy proposals, program expansions, labor agreements, and capital projects.Prepares budget documents that meet the criteria for the GFOA Distinguished Budget Presentation Award, including sections on performance measures, strategic alignment, and long-range planning. Presents budget updates and financial summaries to the City Manager, Director of Finance, City Council, and committees.
Treasury and Cash Management Monitors daily cash flow and ensure sufficient liquidity for operational needs while maximizing investment earnings.Works with the City Treasure to administer the City’s investment portfolio in accordance with state law and the City’s adopted Investment Policy.Maintains relationships with financial institutions, monitors banking services contracts, and coordinates banking transitions as needed.Oversees the reconciliation of bank statements and investment accounts; prepares periodic treasury and cash position reports.Supports bond compliance activities, including debt service schedules, arbitrage reporting, and continuing disclosure environments.
Purchasing and Procurement Oversight Oversees the Finance Department’s purchasing function, ensuring compliance with local ordinances, state laws, and public procurement best practices.Reviews and approves solicitations, bids, and contracts for goods and services; assists departments with complex procurements.Develops, updates and enforces purchasing policies, procedures, and training materials.Ensures proper documentation and internal controls are maintained throughout the procurement process.Collaborates with legal counsel and departments on contract negotiations and vendor performance management.
Leadership and Supervision Serves as the subject matter expert on the City’s budget development and financial management software systems, to include providing guidance and assistance in the implementation of software enhancements and budget process automation tools.Develops user guides, training sessions, and support material for department users, ensuring staff are trained on use of budget systems for entering, monitoring, and reporting financial data.Supervises, mentors, and evaluates assigned Budget, Treasury and Purchasing staff, assigning projects, monitoring workloads, and ensuring deadlines and service level standards are met.Promotes professional development and cross-training to strengthen department capabilities.Fosters a culture of integrity, innovation, and continuous improvement in financial operations.Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.

Qualifications Knowledge and Abilities Knowledge of the principles and practices of public sector budgeting, financial planning, and performance measurement; California Government Code sections related to public funds investment, debt issuance, and municipal finance; of principles and practices of treasury and cash management, including short-term investment strategies and liquidity planning; public procurement laws, methods, and ethical standards, including informal and formal bid practices; principles and practices of strategic planning and aligning resources with organizational goals; financial and enterprise resource planning (ERP) systems; techniques for training, change management, and user support in a system implementation or process transition; effective supervisory practices, including team building, performance evaluation, and employee development; report preparation, policy writing, and presentation techniques for diverse audiences including elected officials, staff, and the public.
Ability to lead and manage complex municipal budget development processes from planning to adoption; analyze financial data, develop forecasts, and make sound recommendations based on fiscal trends and policy direction; interpret and apply relevant laws, regulations, ordinances, and policies related to finance, purchasing, and investments; exercise sound judgment and maintain integrity in handling confidential and sensitive information; prepare and present accurate, complete and transparent financial reports; communicate effectively both orally and in writing with a wide range of stakeholders; train, support and supervise assigned staff in the effective use of budget and financial systems; motivate and develop a high-performing team; establish and maintain effective working relationships with City officials, department staff, vendors, and external partners; adapt to shifting priorities and meet critical deadlines.
Education/Experience Education: Possession of a Bachelor's Degree in Public or Business Administration, Finance, Accounting, Economics, or a closely related field. Master's Degree in a closely related field, or a Certified Public Finance Officer (CPFO), Certified Government Financial Manager (CGFM), or similar credential is highly desirable.
Experience: Six years of progressively responsible professional experience in municipal budgeting, treasury management, financial analysis, or related public finance functions including at least two years in a supervisory or lead capacity. Experience overseeing purchasing or procurement functions in a government setting is desirable.
OtherA California Driver License and a satisfactory driving record are conditions of initial and continued employment.
