The Position Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
The Nevada Department of Veterans Services is recruiting for a Management Analyst 3, Grants and Contracts position in Reno. Under the direction of the Administrative Services Officer, this role works closely with the NDVS Director and Deputy Directors to identify, pursue, and manage funding opportunities aligned with the Department's mission. Responsibilities include coordinating grant proposals and pre-award processes; researching and evaluating funding sources; reviewing proposals with Program Managers; assessing grant criteria and fiscal feasibility; developing a Grant Decision-Making Matrix; assisting with compliant budget preparation; tracking deadlines; and organizing required documentation with the Office of Federal Assistance for timely submission. Additional duties include managing post-award budgets, financial reporting, reimbursements, and reconciliations; developing and overseeing formal contract solicitations over $100,000; monitoring contract adherence; supporting compliance reviews for State Veterans Homes; conducting analytical studies and coordinating with State Public Works on Veterans Home projects; preparing program data reports; training staff on data collection; supporting leadership decision-making; and supervising a Management Analyst 2 through training, evaluations, and team leadership. Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment. This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment. Additional Position Criteria Have you successfully completed the State of Nevada Certified Contract Manager Certification? If not, are you willing to obtain the certification at the first training opportunity? Do you have professional experience in grants and contracts management?
