The
County of Fresno invites applications for the position of
Information Technology Analyst II/III/IV - Geographic Information Systems (GIS). The Incumbent collects, analyzes, and visualizes spatial data; designs, develops, and maintains GIS databases and applications; produces maps, dashboards, and reports to support planning, development, and operational decisions; ensures data accuracy, consistency, and integrity across multiple sources; performs spatial analyses and geoprocessing; develops and implements GIS workflows and tools; and performs related work as required.
Please note : The current vacancies exist within the
Information Technology Services Department. H owever, the eligible list established from this recruitment may be used to fill vacancies in other County departments as they occur.

Samples of Duties- Provides GIS support for enterprise systems, including diagnosing and troubleshooting data, application, and mapping issues.
- Designs, develops, tests, implements, and maintains GIS applications, dashboards, and tools.
- Collects, integrates, and maintains spatial and attribute data from multiple sources; ensures data accuracy, consistency, and integrity across platforms.
- Develops, administers, and maintains geodatabases; performs spatial analyses and geoprocessing to support departmental and countywide operations.
- Creates digital maps, visualizations, and reports to communicate spatial information and analysis results to technical and non-technical audiences.
- Designs and automates GIS workflows and models to improve data management, analysis, and reporting efficiency
- Collaborates with departments to identify GIS needs, translate business requirements into spatial solutions, and implement data-driven decision-support tools.
- Conducts quality assurance and quality control (QA/QC) reviews on spatial datasets, maps, and applications.
- Researches, evaluates, and recommends GIS technologies, tools, and standards; prepares system documentation and technical procedures.
- Coordinates with IT staff to ensure proper integration of GIS components with other enterprise systems and data sources.
- May provide GIS-related training, technical support, and guidance to County staff in the use of spatial tools and data resources.
Knowledge, Skills and AbilitiesKnowledge of:
- Programming languages and frameworks, including ASP.NET MVC, C#, Python, JavaScript API, and ModelBuilder;
- ESRI software products such as ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise;
- Principles and applications of land use, environmental analysis, utility mapping, emergency management, transportation planning, asset tracking, and infrastructure management;
- SQL databases, including PostgreSQL/PostGIS and Microsoft SQL Server;
- Web GIS platforms and tools such as Experience Builder, Web AppBuilder, and StoryMaps;
- Spatial and non-spatial data formats, including Shapefiles, CSV, KML, GeoJSON, raster, and vector data;
- Industry standards, best practices, and emerging trends in GIS and spatial data management;
- Web servers, APIs, and supporting libraries used in GIS application development;
- ESRI licensing models, user administration, and access management;
- Data versioning, replication, and backup strategies for enterprise geodatabases;
- PowerShell or Bash scripting for automating system administration tasks;
- Windows Server and Linux operating environments.
Skills/Abilities:
- Understand, interpret, and apply departmental rules, regulations, policies, and procedures;
- Design, implement, administer, maintain, and troubleshoot enterprise-level GIS and application server systems, database systems, ERP systems, connected devices, and web pages;
- Program applications and web pages using multiple programming languages and develop scripts to automate repetitive tasks and processes;
- Administer appropriate security measures and troubleshoot, diagnose, and resolve high-severity security issues affecting County IT systems and applications;
- Develop technical documentation throughout the software development life cycle, including system architecture diagrams, standard operating procedures (SOPs), and user guides;
- Train technical staff in work procedures, methods, and best practices;
- Manage multiple work assignments, set priorities, meet established deadlines, and oversee projects, including upgrades, migrations, and new system deployments;
- Manage map and feature services, web maps, and web applications;
- Set up, configure, and maintain ETL workflows using FME, Python, or similar tools.
- Communicate and present technical information effectively, both orally and in writing, to technical and non-technical audiences;
- Establish and maintain effective working relationships across organizational levels, partner agencies, and the public;
- Demonstrate initiative, integrity, accountability, creativity, and sound judgment;
- Apply problem-solving and troubleshooting skills to resolve system outages, and performance issues;
Minimum Qualifications Please Note: This recruitment has been limited to candidates possessing a specific experience background related to the specific position vacancy.
Information Technology Analyst II Experience : Three (3) years of full-time, paid experience designing, developing, or maintaining GIS applications, including experience using Environmental Systems Research Institute (ESRI) software, Enterprise Geodatabases, and Relational Database Management Systems (RDBMS).
Information Technology Analyst III Experience : Four (4) years of full-time, paid experience designing, developing, or maintaining GIS applications, including experience using Environmental Systems Research Institute (ESRI) software, Enterprise Geodatabases, and Relational Database Management Systems (RDBMS).
Information Technology Analyst IV Experience: Five (5) years of full-time, paid experience designing, developing, or maintaining GIS applications, including experience using Environmental Systems Research Institute (ESRI) software, Enterprise Geodatabases, and Relational Database Management Systems (RDBMS).
