    *THIS POSITION IS TEMPORARY (UP TO 40 HOURS) WITH LIMITED BENEFITS. (Please see Benefits tab for additional information.) No Qualified Candidate Pool (QCP) will be established. You will only be contacted if there is an interest from the hiring department.*

    Performs a wide range of journey-level planning or technical assistance in assigned organizational unit.

    The Transportation Planner will be responsible for researching new technologies to solve operational challenges and reduce costs, collecting and analyzing data from pilot projects; researching and tracking funding opportunities, preparing grant applications and award progress reports; and coordinating communications and activities for ZEB projects with ZEB staff, consultants, Metro stakeholders, and community stakeholders.

    Examples of Duties

    • Researches, analyzes, and applies standard research methods in assigned projects or programs
    • Assists in the coordination, development, and implementation of Metro programs, projects, or policies
    • Prepares or assists in the preparation of specific components of scopes of work, financial plans, schedules, contracts, and agreements
    • Supports the acquisition process and administration of contracts from the end-user/business unit perspective
    • Develops, conducts, and evaluates studies, projections, and plans
    • Assists in reviewing programs, projects, and proposals to determine compliance with appropriate laws, rules and regulations
    • Assists in evaluating the costs, benefits, and risks associated with various plans, programs, and projects
    • Participates in meetings with internal and external stakeholders
    • Assists local jurisdictions and outside agencies relative to Metro programs and projects
    • Coordinates with other Metro departments and programs
    • Applies appropriate computer software applications and database systems to complete assigned projects
    • Prepares data visualizations, reports, letters, and responses to inquiries
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Finance, or a related field

    Experience
    • One year of relevant experience in transportation, planning, project management, urban design, transportation system design and research, travel simulation and demand modeling, transportation finance, operations planning, or other related area

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

    Preferred Qualifications
    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.     The following are the preferred qualifications:
    • Experience planning and managing infrastructure, transportation, or capital projects, including developing project schedules, tracking milestones, and coordinating with internal and external stakeholders.
    • Experience managing and maintaining a document and asset organizational system, including ensuring version control, accurate filing, and compliance with records retention standards.
    • Experience creating and maintaining webpages or intranet sites, including coordinating content updates, formatting, and ensuring compliance with accessibility and branding standards.
    • Experience preparing and presenting comprehensive written and visual reports (such as presentations, dashboards, briefings, or data visualizations) to internal leadership, external agencies, or governing bodies.

    • Theories, principles and practices of transportation, including land use planning and regulations, mobility, and/or public finance
    • Applicable local, state, and federal laws, rules, and regulations governing transportation policies, funding sources, real estate leasing, mobility, and development practices

    • Financial, analytical, statistical research, and mathematical processes and procedures
    • Applicable business software applications
    • Emerging business models and opportunities to test new models of service delivery

    Benefits cover probationary or regular full-time (working at least 40 hrs/week) employees of Metro.

    Medical/Dental/Vision Plan - Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance - PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance - PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance - 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays - 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Time off with Pay (TOWP) - Compensates employees who are on approved absence from work for reasons such as illness, injury, medical and dental appointments, personal business, vacation, or observance of (a) religious holiday.
    Years of Service Annual Accrual
    Hire date - 5 years 20 days
    Beginning of 6th - 10th year 25 days
    Beginning of 11th - 15th year 30 days
    Beginning of 16th + years 35 days

    Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
