    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.

    This position has a hiring incentive of up to $5,000. Half of the incentive to be paid to the employee at the six (6) month anniversary and the remaining half to be paid at the one (1) year anniversary.

    GENERAL PURPOSE: Provides security for the Buckeye Municipal Court to ensure the safety of visitors, court staff, and judges. This is done by limiting certain items into the court by using screening methods and technology; patrolling the inside of the courthouse, building grounds, and parking lots; monitoring activities in and around the courthouse displayed by cameras; and responding to incidents, alarms, and emergencies. This position operates under the authority of A.R.S. § 12-299.10 and enforces court security procedures in accordance with Code of Judicial Administration §§ 5-301 through 5-308 under the direction of the Court Administrator.

    PRIMARY DUTIES AND RESPONSIBILITIES:

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Screens all bags, mail, boxes, and individuals who enter the building using metal detectors, X-ray screening machines, magnetometers, and pat-downs to detect concealed weapons and hazardous objects/materials. Confiscates contraband and detains individuals until the police arrive and individuals that enter the building by using metal detectors, x-ray screening machines, magnetometers, and pat downs to detect concealed weapons and hazardous objects/materials.     • Observes patron activities on court premises using security cameras and addresses misconduct.
    • Patrols and observes the activities of persons in and around the Municipal Court building, grounds, and parking area.
    • Circulates among visitors, patrons, or employees to preserve order and protect property; answers routine questions and directs visitors to appropriate areas.
    • Performs regular security checks or sweeps of the premises.
    • Prepares incident and daily log entries.
    • Provide first responder first aid, CPR, AED, and Narcan administration as necessary.
    • Responds to assistance calls from courtrooms.
    • Provides courtroom security, including security sweeps, jury protection, and potential volatile court proceedings.
    • Provides focused surveillance on incoming traffic to entrances inside or outside the facility to detect oncoming threats before reaching the screening area.
    • Prevents unauthorized access to restricted areas.
    • Prepares the court for business opening by unlocking and locking appropriate doors and performing an initial search of the premises for suspicious items.
    • Ensures that all visitors have vacated the building at the end of the day and performs a security sweep to ensure all the doors are locked, and the premises are clear of suspicious items.
    • Prevents unauthorized access to restricted areas.

    Education and Experience: A high school diploma or equivalent and three years of experience in law enforcement, military police, correctional officer, and/or comparable security experience where training, qualifying with, and carrying a firearm was required.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • Security techniques and practices associated with government building security issues.
    • Principles and practices of security enforcement methods and techniques for providing safety, security, and emergency services.
    • Procedures for entry and retrieval of security information and correction methods.
    • General knowledge of court terminology, rules, procedures, and operations.

    Skill In:
    • Firearms safety and handling
    • Using an x-ray machine
    • Using a walk-through magnetometer and handheld wand.
    • Using a two-way radio.
    • Using remote cameras
    • Using de-escalation skills to address patrons who are often confused, angry, and/or openly hostile to staff while maintaining a professional attitude and proper attention to security protocols.
    Ability to:
    • Qualify with firearms and less lethal weapons, as assigned, annually.
    • Understand court procedures and processes.
    • Interact with people who are often confused, angry, and/or openly hostile while maintaining proper security and decorum.
    • Learn and interpret city policies, procedures, and regulations.
    • Identify hazardous or unsafe conditions or behaviors.
    • Listen, communicate, and work effectively with diverse people.
    • Prepare, write, and edit professional documents utilizing a computer. Attend or conduct various meetings as needed.
    • Establish and maintain effective working relationships with court staff, judges, attorneys, and the general public.
    • Work safely and support a culture of workplace safety.
    • Attend a 40-hour Court Security Officer training course and be certified in accordance with standards set by the Arizona Code of Judicial Administration.
    • Complete required OSHA/Safety training.
    • Annually complete 16 credit hours of Arizona Supreme Court-mandated training a year.
    • Perform other duties as assigned.


    12-Month Goals:
    • Attend and successfully complete a 40-hour Arizona Supreme Court’s Court Security Officer Training Academy within 90 days of employment.
    • Successfully complete a shooting proficiency skills evaluation.
    • Attend the Court Security Officer Firearms Training Academy within 180 days of employment.
    • Complete firearms practice annually and annual shooting proficiency skills evaluation through the Court Security Officer Firearms Training Academy.
    • Complete 16 hours of Arizona Supreme Court mandatory training focusing on court security.
    • Obtain and maintain tactical first aid, CPR, AED, and Narcan certification.

    Special Requirements:
    • Successfully complete a psychological evaluation, medical exam, drug testing, and background investigation.
    • Must possess and maintain a valid, unrestricted Arizona driver’s license.
    Physical Demands / Work Environment:
    • Work is performed in and around the court in a city office environment, city grounds, court lobby, and courtroom environment.
    • Exposure to inclement weather and temperature extremes.
    • Operate security equipment, including, but not limited to, a magnetometer (metal detector), X-ray scanner, hand wands, and video monitoring systems, by visually observing, reaching, bending, stopping, and lifting materials.
    • Perform security work that requires standing and walking/moving over continuous periods of time.
    • Work independently and provide after-hours coverage on an assigned basis.
    • Performs reasonable, lawful self-defensive tactics and restraint of combative persons.
    • Use self-defensive weapons, as issued and trained, up to and including the use of firearms in lethal force situations.
    • Visual and muscular dexterity to operate equipment, computer, and two-way radio.
    • Distinguish color and depth perception to conduct personnel and bag screening, including operating an X-ray scanner and metal detector.
    • Concentrate on and complete tasks in the presence of distractions.
    • Lift and carry materials weighing up to 40 pounds with assistance.
    • Operate various standard office equipment, including computer, telephone, calculator, and copier, which requires continuous and repetitive arm, hand, and eye movement.
