    The Opportunity
    We are pursuing qualified candidates to fill Senior Information Technology Consultant, CIO positions responsible for overseeing the development and implementation of a range of complex and highly visible information technology projects within the Chief Executive Office.

    Essential Job Functions

    Position Responsibilities
    • Acts as a hardware, software and Information Technology strategic planning consultant to project teams and user management in a highly specialized field of information technology.
    • Acts as project manager for large, complex and sensitive Information Technology projects.
    • Manages all aspects of information privacy for the County and oversees compliance with County privacy policies and procedures.
    • Manages highly technical special projects, such as manage a line department's information technology operation in County-wide Information Technology meetings to develop policy/standards.
    • Recommends and writes County-wide policy and standards concerning hardware, software, and the infrastructure and encourages recommended standards.
    • Reviews all assigned department's contracts for capital equipment and consultant services and provides advice as to County-wide consistent standards, best practices, best business sense which is consistent with the departments' information technology strategic plans, IT budgets adherence to the department's business plan.
    • Develops comprehensive information technology business criteria and concepts to assist in developing long-range technical business plans.
    • Provides consultation in planning and developing management concepts, objectives, policies, projects, and systems to accomplish the goals of the enterprise.
    • Monitors efficiency and effectiveness, makes recommendations for problem solution, and implements approved recommendations.
    • Advises high level line departmental management on technical and IT financial considerations and may implement approved recommendations.
    • Determines project feasibility and reviews proposed Request for Proposals (RFPs), Request for Quotations (RFQs), Requests for Information (RFI), etc. for outside vendor purchases and advises departments as to County-wide consistency, best prices, and feasibility.
    • Reviews proposed systems design to ensure that design criteria are compatible with long-range development plans.
    • Evaluates major technology purchases (hardware, software, telecommunications, etc.) to determine their effect on existing environment and their compatibility with the future strategic direction of the enterprise and the County as a whole.


    Requirements

    Requirements to Qualify
    OPTION I: A Bachelor's Degree* from an accredited college or university in Computer Science, Business Administration, Public Administration, or closely related field, with twelve (12) semester units or eighteen (18) quarter units in technology-related coursework - AND - four (4) years of experience within the last seven (7) years managing or assisting in the management of a technical IT organization** that includes responsibility for budget, personnel, fiscal, or other administrative functions.

    OPTION II: Two (2) years of experience within the last five (5) years at the level of Information Technology Consultant, CIO***, Information Technology Specialist, ISD****, or Information Technology Specialist I*****.
    License
    A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.
    Physical Class II
    Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Accredited institutions are those recognized by regional, national, or international accrediting agencies accepted by the Department of Human Resources (DHR). Examples include publications such as American Universities and Colleges and International Handbook of Universities. Degrees from non-U.S. institutions must be evaluated for equivalency by an academic credential evaluation agency recognized by the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).

    Definition of Experience :
    **Managing or assisting in the management of a technical IT organization means having department or major-unit-level responsibility for providing comprehensive IT services such as analysis, design, acquisition or development, implementation, maintenance, and/or support of information systems.

    ***At the level of Information Technology Consultant, CIO - Acts as an IT consultant to the Chief Information Officer and Information Systems Division managers within Los Angeles County.

    ****At the level of Information Technology Specialist, ISD - Acts as a consultant in a highly specialized or technical IT field.

    *****At the level of Information Technology Specialist I - Serves as a consultant, technical expert, systems architect, or project manager within a departmental IT organization.

    Note:
    You may still qualify even if your official job title is different from those listed above. What matters is that your duties and responsibilities are at a comparable level, requiring similar skills, knowledge, and experience within a similar organizational structure. Please clearly describe your experience to demonstrate that it meets the required level.

    Our Assessment Process : This examination will consist of TWO (2) parts:

    PART I: A multiple choice and/or simulation assessment(s), weighted at 50%, assessing:
    • Project Execution
    • Project Control
    • General Management
    • Project Planning
    • Project Initiation
    • Project Closing
    • Deductive Reasoning

    Only those candidates that achieve a passing score of 70% or higher on Part I will advance to Part II.

    PART II: An evaluation of Training and Experience, weighted at 50%, assessing:
    • Professional/Technical Knowledge of:
      • Information Technology (IT) concepts, practices, methods, principles, advances, options, and consultation
      • Financial management principles
    • External Awareness, Strategic Thinking, and Entrepreneurship
    • Problem Solving and Decisiveness
    • Technical Credibility and Technology Management
    • Project Management
    • Team Leadership

    Candidates must achieve a passing score of 70% or higher on Part II of the examination in order to be placed on the eligible register.
    Exam Review
    Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.

    • This examination contains test components that may be used on future exams, and your responses could be transferred to that exam.

    Eligibility and Vacancy Information
    Those who pass the assessments are placed on an eligible register for a period of six (6) months. Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

    From those who pass the assessment, we may establish a secondary list to identify candidates with specific qualifications. A selective certification list may be established for Information Technology Security.
