    Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments.

    Our mission is to serve as a trusted steward of public resources with integrity and accountability to ensure a fiscally sound city.

    Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

    Job Description:

    Human Resources Advisor

    Purpose:
    Under general direction, provides management and employee groups journey-level professional human resources (HR) support on a broad range of HR issues and decisions. Responsible for the implementation of services and programs in one or more areas of HR.

    Duties, Functions and Responsibilities:
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    • Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs.
    • Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
    • Implements HR programs, procedures, processes, and strategies.
    • Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved.
    • Advises and influences management in making sound HR-related decisions.
    • Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
    • Provides training to managers and supervisors on HR topics and procedures.
    • Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
    • Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.

    Minimum Qualifications:
    • Graduation with a bachelor’s degree from an accredited college or university in related field, plus three (3) years of HR experience.
    • One (1) additional year of experience may substitute for the education up to the maximum of four (4) years.


    Preferred Qualifications:
    • Experience with full-cycle recruitment and intern hiring, including postings, interviews, selection process, and verifications.
    • Experience providing leave administration support (FMLA, Workers Compensation, Leave management) in Workday or similar HRIS software, ensuring compliance and assisting employees with leave processes.
    • Experience with Workday or similar HRIS software reporting for a department size of 300 or more, including managing and interpreting HR data to identify trends, ensure accuracy, and support leadership decision-making.
    • Experience serving as a lead Department Timekeeping Administrator (DTA) supporting DTA staff, including managing timekeeping processes, compliance, and reporting.
    • Proficiency in Microsoft Excel, including using formulas and creating reports.
    • Ability to travel to more than one work location.

    Position Overview:

    The Austin Financial Services Human Resources Advisor provides support in employment, leave management, reporting, and department timekeeping. In this role, you will help drive recruitment efforts, support strategies to attract top candidates, and ensure accuracy in employment processes and HR data management.

    You will also provide leave management support by applying knowledge of FMLA, ADA, Workers' compensation, and other leave programs to guide employees and ensure compliance with federal, state, and local regulations. In addition, you will support the Department Timekeeping Administrator's staff to ensure payroll accuracy, resolve compliance issues, and deliver reliable reporting that supports operational decision-making.

    Pay Range:

    $65,390.00 - $81,740.00

    Hours:

    Monday - Friday; 8:00 a.m. to 5:00 p.m.

    Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.

    Staff eligible to telework must be in the office for at least 40% of their scheduled work week.

    City Government
