    Definition and Class Characteristics

    INTERVIEWS FOR SELECTED CANDIDATES COULD BE HELD OCTOBER 9, 10, OR 14.

    This position will be hosted in the Nevada County Community Development Agency and will report directly to the Senior Code Compliance Officer or Supervising Code Compliance Officer.

    Functions of Agency/Department:

    The Nevada County Code and Cannabis Compliance Department work collaboratively with the community to promote and maintain a healthy, safe, and desirable living and working environment through fair, unbiased enforcement and cooperative problem-solving. The Department is comprised of two Divisions with the Code Compliance Division being responsible for enforcing property use, building, and environmental codes, and the Cannabis Compliance Division specifically addresses issues related to cannabis cultivation including both licensed and unlicensed operations.

    Duties and Responsibilities:

    Under general supervision, the intern will gain an understanding of a variety of field and office functions in support of the County’s Code Compliance Program. This includes developing an understanding of how property inspections are conducted, how inspection reports are written, how compliance recommendations are made, and how citations and inspection warrants are issued. Intern responsibilities will vary based on skill level and will be coordinated in accordance with the department’s calendar and workload.

    Examples of duties may include, but are not limited to the following:
    • Evaluates alleged violations of the State and local codes, laws and ordinances, as it relates to the Community Development Agency and permits relating to land use and building. Observe how compliance methods are researched and selected based on the nature of a violation.
    • draft mock code reports and administrative search warrants.
    • Develop an understanding of procedures used to identify and abate abandoned vehicles through towing or other enforcement actions.
    • Evaluates approved projects for compliance with conditions of approval.
    • Learn how staff engage with the public to develop clear and practical enforcement solutions, and observe coordination efforts with regulatory and law enforcement agencies.
    • Attend follow-up inspections to gain insight into how compliance recommendations are verified and enforced.
    • Learn how cases are presented to a hearing officer or hearing body. Researches and analyzes building and land use permit records, land use regulatory documents and health and safety ordinances and recommends changes as necessary.
    • May review site maps, application information, assist with inspections, and participate in the commercial cannabis cultivation permit process.

    Candidates selected for the position would be asked to perform a range of duties from very basic activities to those requiring higher skill levels to enhance interns' familiarity and skillset within the Code and Cannabis Compliance operations.

    Interns need to:
    • Have the mobility to reach, bend, twist, grasp, kneel and climb
    • Have the mobility to work in a standard office environment, use standard office equipment and attend off-site meetings
    • Be able to travel in the field and traverse acreage by foot and four-wheel drive vehicle.
    • Vision to read handwritten and printed materials and a computer screen, hearing and speech to communication person and by telephone.
      -Willingness and ability to work in exposure to temperature extremes, inclement weather, hazardous materials and substances, and biological and infectious agents.
    • Willingness and ability to deal with sometimes uncooperative and irate customers in day-to-day situations.
    • Interns need to have the willingness and ability to work unusual schedules and multiple shifts.

    Educational Requirements, Skills, Training, or Qualifications:

    This Internship is designed for any area of expertise, some areas that might be more pertinent could be students participating in the agriculture and natural resources Nevada Union Joint High School District Career Technical Education Program. Must uphold a neat and professional appearance befitting the department’s work environment, be detail-oriented, reliable, good written and oral communication skills. The County is a Microsoft Windows enterprise environment.

    Time Commitment:

    The intern would work approximately 2 hours per day Tuesday through Friday (2-3 days) each week. The overall internship could last up to 26 weeks during the school year (October - May, excluding Finals weeks and holidays). A typical schedule would require students to participate from 2:30 PM to 4:30 PM, Tuesday through Friday. Monday of each week will be reserved for classroom instruction on the school campus.

    Benefits of participating in an internship:

    This program prepares interns to contend for environmental health careers after postsecondary education completion. Through participation in the program, interns will acquire hands-on knowledge and skills related to:
    • Learn to analyze situations and develop solutions.
    • Learn to perform routine investigations and inspections and prepare evidence and files on difficult cases for court presentation and testimony.
    • Learn to follow established procedures to issue citations and inspection warrants to people in violation of county codes and regulations.
    • Establish and maintain cooperative working relationships with those contacted in the course of work.
    • Learn to manage and prioritize numerous cases simultaneously.
    • Learn how to utilize County software to research and manage code cases.
    • Learn to interpret applicable permit conditions, and County and state planning, building and zoning ordinances and regulations.
    • Physically inspecting property with varied and sometimes rugged topography.
    • Build their resume and explore career options and employment opportunities.
    • Gain an understanding of the local government workforce and culture.
    • Develop communication and interpersonal skills to aid in future job interviews.

    Interns who are earning school credit through an educational program may be eligible for a $298.00 stipend per semester, no more than $599.00 per calendar year upon completion of the internship (Board Resolution 21-110).

    Scenic trails, alpine lakes, the Yuba River and the Sierra Nevada Mountains all support numerous recreation activities, including skiing, biking, hiking, fishing, kayaking, hunting and backpacking.
