    Job Description:

    Purpose:

    Under general direction and working independently, this position provides leadership on transportation initiatives and manages core programs, projects, and activities within a division of the Austin Transportation Department.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Provides leadership, strategic direction, and management for a division or unit within the Austin Transportation and Public Works Department.
    • Develops and monitors budgets and implements strategies to maintain the financial well-being of the division, department, and City.
    • Develops and implements short- and long-range goals and objectives.
    • Evaluates, develops, improves, and promotes the division’s business plan.
    • Manages operations of the division with other City divisions, departments, or outside entities to ensure continuity of the transportation services delivered by the division and department to the community.
    • Ensures division objectives are met while managing changes to equipment, budget, and personnel to meet department needs.
    • Evaluates operational efficiencies and cost effectiveness, and develops and implements improvement strategies.
    • Administers and develops program activities and provides technical expertise to division staff, other agencies, the community, and program participants.
    • Recommends, develops, or modifies program procedures, guidelines, standards, and policies to achieve program goals and objectives and determines changes that need to be made in program policies and procedures based on feedback from customers, officials, service providers, and community groups.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge in managing municipal projects and programs.
    • Knowledge of Federal, State, and Local laws and ordinances.
    • Knowledge of City practices, policies, and procedures.
    • Knowledge of supervisory and managerial techniques and principles.
    • Knowledge and understanding of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.

    • Skill in writing, reviewing, and interpreting technical documents and making public presentations.

    • Skill in oral and written communication.

    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus eight (8) years of related experience, including three (3) years of experience which were in a supervisory capacity.
    • Experience may substitute for education for up to four (4) years
    • Graduation with a Master’s degree from an accredited college or university with major course work in a field related to the job may substitute for experience up to two (2) years.


    Licenses and Certifications Required:

    None.

    Preferred Qualifications:

    This position requires working in a deadline and outcome focused environment, balancing multiple projects and addressing changing priorities, while providing leadership, guidance, and direction to the Division and the Department . Highly qualified candidates will possess the required knowledge skills, abilities and experience and be able to explain, with or without reasonable accommodations, that the essential functions of the job can be performed. At a minimum, qualified candidates will possess the following specific knowledge, skills and abilities:
    • Experience building strong collaborations across departments, agencies, and with community partners.
    • Strong communication skills with the ability to engage effectively with executives, elected officials, boards/commissions, advocacy groups, and the public.
    • Extensive knowledge of multimodal street design principles and best practices.
    • Experience analyzing complex technical information and presenting clear, concise summaries and recommendations.
    • Proven ability to deliver innovative, data-driven, and resource-efficient solutions that balance quality outcomes with risk management.
    • Demonstrated leadership experience, including coaching, mentoring, and guiding professional staff.
    • Experience representing an organization through public presentations, intergovernmental collaboration, and public-private partnerships.

    Austin Transportation and Public Works (ATPW) is a nation-wide leader in multi-modal street design practices and implementation. With the support of the community with the passage of mobility bonds totaling over $1 billion since 2016, ATPW has rapidly expanded its network of sidewalks, all ages and abilities bikeways, urban trails, Vision Zero safety projects, and transit speed and reliability projects. As a NACTO City with an adopted Vision Zero policy goal, we have aggressively re design ed and retrofitt ed streets to meet the multi-modal needs of our community.

    ATPW seeks a new Division Manager for the Active Transportation and Street Design Division (ATSD) . The Division has been responsible for the design of thousands of discrete safety and mobility improvements including new bikeways, Safe Routes to School improvements, corridor redesigns to support Vision Zero , and transit supportive improvements. The Division prioritizes and develops projects, engages with the community on project proposal s and tradeoffs , prepares design plans , and assists with implementation support for a variety of projects. The team also consults on a variety of City -led project capital project s and peer-agency (TxDOT, Capital Metro, Austin Transit Partnership, Central Texas Regional Mobility Authority) projects to advance the City’s strategic goals to enhance our street network. There is currently over $10B in infrastructure investments in design/construction impacting the City of Austin from a new light-rail system to the rebuild of IH-35 through downtown Austin. The team actively works with our partner agencies to maximize the outcomes of these investments for our City street network.

    The successful applicant will be continuing the work of ATSD further solidifying Austin’s leadership in successful street transformation while we pivot from a decade of quick-build projects to long-term buildout and maintenance of our infrastructure. The work of the Division is supported in City policy such as the Austin Strategic Mobility Plan, the Sidewalks, Shared Streets and Crossings Plan, the Bikeways Plan, Complete Streets policy and City Strategic Direction 2023.

    Essential Employee:

    This position is considered an “Essential” role and is essential to the operations of the City based on the preparation, response, and recovery phase of extraordinary situations or emergency conditions. As an employee that has been designated as “Essential” the expectation will be to work at a designated work site during declared extraordinary situations or emergency conditions to serve the community. Essential Employees during emergencies play a role in ensuring the public health, safety, and welfare of our community and ensuring City operations continue.

    Pay Rate: $ 104,300.00 - $134,000.00

    Hours: Monday - Friday 8:00am to 5:00pm.

    Hours may vary depending on departmental needs and initiatives.

    City Government
