POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONUnder general supervision of the Marketing & Cultural Affairs Administrator, the PRL Digital Media Specialist develops strategies that support the desired content, voice and style for the organization’s online presence including the City’s website, social media platforms, e-newsletters, customer service platforms, digital advertising, as well as emerging methods of community engagement. This person will be a strong writer and storyteller, capable of capturing video/stills, and able to perform basic graphic design and video editing for integration with social media and website content. In addition to writing, editing, designing and proofreading site content, this position works closely with Parks, Recreation, & Libraries staff to strategize social media campaigns, maintain site/social media standards and usability to enhance the City’s digital interactions with the community, and ensure best practices and quality control.
Westminster Parks, Recreation & Libraries manages more than 6,600 acres of parks and open space, 125 miles of trails, seven recreation facilities, two libraries, two championship golf courses, numerous community events, and a multitude of programs for individuals of all ages, abilities, and interests.
This position is open to current City of Westminster, Colorado employees only. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks 1. Develops and implements digital content strategies for PRL webpages, email campaigns, and social media platforms as key components of the City’s overall digital engagement efforts, aligned with industry best practices and accessibility standards (e.g. ADA, WCAG)
- Maintains and updates digital content; collaborates with the IT department on technology support and implementation
- Monitors digital analytics to increase engagement, improve user experience, and identify opportunities for innovation, efficiency, and workload reduction
- Ensures consistent branding, tone, and messaging across all digital channels in alignment with City and PRL brand standards
- Responds to public inquiries in a timely and professional manner across platforms
- Manages paid digital advertising, including placement, budgeting, and performance tracking
- Develops and maintains organized reports to track campaign metrics, impressions, and sponsor outcomes
- Builds and maintains relationships with key social media partners and digital collaborators to expand PRL’s reach and visibility
- Coordinates multilingual translation of digital content, e-newsletters, and social media posts as needed

2. Plans, executes, and analyzes email marketing campaigns to inform, engage, and grow PRL audiences

- Supports the Marketing & Cultural Affairs team at special events, including occasional evening, weekend, and holiday hours
4. Provides internal support and training for staff on digital content best practices, including social media, e-newsletters, and website updates, to maintain quality standards and maximize outreach
- Assists with departmental website maintenance, including content updates and revisions submitted by PRL content producers
- Ensures digital content meets accessibility and usability standards, providing inclusive experiences for all community members
- Collaborates with departmental teams and other City departments to coordinate messaging, share resources, and cross-promote programs and services
- Leads and supports special projects such as website redesigns, mobile app launches, or new digital tool implementation
5. Captures and edits high-quality still images and videos of PRL programs, services, and special events for use across digital platforms and promotional campaigns

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :- Bachelor’s degree in Journalism, Marketing, Communications/Public Relations, or related field from an accredited college or university
- Professional experience with at least three years of experience in marketing/communications focused in digital, social and/or new/emerging media
Preferred :- Excellent technical skills including experience with content creation, proofreading, editing, social media, website editing, and email marketing
- Demonstrated proficiency in Adobe Creative Suite, or other similar tools
- Background or experience in government or public-sector organizations
- A sincere interest in utilizing and promoting Parks, Recreation, and Library services
- Background or experience in photography, videography, and video editing

Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods

WORKING CONDITIONSWork is constantly performed indoors. This is primarily sedentary office work. The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
