    DEFINITION
    Positions allocable to this class provide technical leadership for the comprehensive support of complex network and server operating system environments. Incumbents perform a wide-range of network-related duties, including the design, implementation, and maintenance of complex networks. This position functions as a lead for complex network systems administration projects and may supervise lower-level Network Systems Administrators and other technical staff.

    CLASSIFICATION STANDARDS

    This class is the principal level in the Network Systems Administrator series and generally reports to an Information Technology manager and are assigned lead roles in the following areas: network design, disaster recovery planning, capacity planning, network security, complex server and network configuration, network administration and monitoring, upgrades, troubleshooting and maintenance on network related projects, including services over Internet Protocol (IP), such as audio, video, telephony and data. Incumbents possess a broad and in-depth knowledge of advanced computer networking principles, concepts and tools. They have advanced skills in network monitoring tools and a comprehensive knowledge of protocols, emerging network technologies, network security, file servers, cable infrastructure, and topologies. They apply in depth knowledge to support network infrastructure such as e-mail, storage management, file and print services, routers, wireless access points, switches, firewalls, host access, network-related software, network management systems, network security appliances, Internet, and backup and disaster recovery services.

    Principal Network Systems Administrator positions are distinguished from those of the Senior Network Systems Administrator by the incumbents serving as technical experts for complex networks and associated software and hardware in high-availability environments, along with project lead or supervisory responsibilities.

    Essential Job Functions

    • Provides technical leadership and supervision over Active Directory and Windows Server operations, ensuring system performance, reliability, and availability.
    • Oversees and performs network and server administration, including the design, configuration, installation, maintenance, and upgrade of hardware, software, and operating systems.
    • Develops, implements, and enforces departmental systems administration policies, procedures, and technical guidelines.
    • Coordinates and manages system backup and recovery solutions to ensure business continuity and disaster recovery.
    • Administers or supervises the administration of complex server systems, ensuring integration and interoperability across multiple platforms and technologies.
    • Supervises technical staff by assigning work, providing training and guidance, evaluating performance, and enforcing personnel policies and procedures.


    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I:

    Graduation from an accredited college or university with a bachelor's degree in Computer Science, Information Systems, or a closely related field*.

    -AND-

    Four (4) years of progressively** responsible, full-time, paid experience in a centralized Information Technology organization*** planning, designing, installing and maintaining complex**** network infrastructure with a high-availability environment*****.

    OPTION II:

    Two (2) years of full-time paid experience at the level of Senior Network Systems Administrator.

    OPTION III:

    Five (5) years of progressively** responsible, full-time paid experience planning, designing, installing and maintaining complex**** network infrastructure in a centralized IT organization*** with a high-availability environment*****.

    LICENSE

    A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS III - Moderate

    This class requires that the incumbent stand or walk most of the time with bending, stooping squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    SPECIAL REQUIREMENT INFORMATION

The document should show the date of the degree was conferred and be in English; if it is in a foreign language, it must be translated and evaluated for equivalent to U.S. standards.     ** Progressively more responsible experience is work experience that clearly shows an upward progression in the level of duties and responsibilities from one job to the next.

    *** Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Integration Technology official for the department or major organizational unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.

    **** Complex Systems is Enterprise software that are categorized by business function. Each type of enterprise application can be considered a "system" due to the integration with a firm's business processes. A complex system is an enterprise application that encompasses many interfaces to source data and/or interactions with other applications.

    ***** High availability environment is defined as an IT system, component, or application can operate at a high level, continuously, without intervention, for a given time period.

    STANDARDIZED MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    Applicants must achieve a score of 70% or higher on Part I to have their Part II - Evaluation of Training and Experience scored and calculated.

    Part II : An Evaluation of Training & Experience, weighted 40%, measuring:
    • Experience managing or administering system components
    • Experience using identity management systems for work
    • Experience performing or managing network or server administration tasks
    • Experience using technology/tools to manage network and information technology operations
    • Experience performing project leadership tasks

    Candidates must achieve a score of 70% or higher on Part II in order to be placed on the eligible list.

    ELIGIBILITY INFORMATION

    The names of applicants receiving a passing score in the examination will be placed on the eligible list in the order of their scored group for a period of six (6) months following the date of promulgation.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.
