    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     Department of Health Services Community Programs (Housing for Health for Homelessness) and Office of Diversion and Reentry seek qualified candidates to fill emergency Principal Accounting Systems Technician vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before your initial work period ends, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment as Principal Accounting Systems Technician.

    ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:

    The Los Angeles County Department of Health Services (DHS) is the second-largest municipal health system in the nation. Through its integrated system of 25 health centers, four acute hospitals, and an expanded network of community partner clinics - DHS annually provides direct care for 600,000 unique patients, employs over 23,000 staff, and has an annual budget of over $6.9 billion.

In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    MISSION:

    DEFINITION:

    Supervises professional accounting systems analysis work in connection with the review, development, and implementation of large scale and complex computerized and non- automated fiscal control systems.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class plan and supervise accounting systems analysis projects for major County Departments with large and complex accounting systems. Incumbents must have the ability to supervise a small highly specialized staff, and the ability to communicate effectively orally and in writing.

    Essential Job Functions

    Supervises the study and evaluation of existing departmental accounting procedures, fiscal controls, and accounting forms, in both computerized and non-automated accounting systems.

    Supervises the design of all types of accounting systems and controls; participates and directs other professional staff members in working with data processing providers in the design and technical development of computerized applications.

    Supervises the evaluation of control systems.

    Supervises the review of audit findings prepared by the County Auditor and outside agencies and supervises the preparation of reports to support requests for exceptions.

    Supervises the review of State and Federal law affecting revenue recovery and accounting procedures for specific health care programs.
    Confers with administrative personnel concerning fiscal matters, systems review plans, and findings.

    Requirements

    MINIMUM REQUIREMENTS :

    Completion of accounting courses equivalent to 21 semester units or 32 quarter units in an accredited college including courses in cost accounting and auditing.*

    - AND -

    One year's professional auditing or accounting experience at the level of Senior Accountant Auditor,** Senior Accounting Systems Technician,*** or Senior Accounting Systems Analyst.****

    PHYSICAL CLASS II - Light:

    This class includes administrative and clerical positions requiring a light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    ***Experience at the level of Los Angeles County class of Senior Accounting Systems Technician is defined as: Supervises professional accounting systems analysis work in connection with the internal audit, development, evaluation, and review of large-scale and complex fiscal control systems for State and Federally financed welfare and other programs.

    ****Experience at the level of Los Angeles County class of Senior Accounting Systems Analyst is defined as: Acts as lead analyst and performs the more complex accounting systems analysis.
